Our work maximizes results through the use of cutting-edge technologies and innovation, organizational development, and evidence-based decision-making.   Project Background:The purpose of the Uganda Learning Activity (ULA) is to further strengthen USAID/Uganda performance and improve the performance of its Implementing Partners, with a focus on collaborating, learning and adapting, in order to enhance the impact and sustainability of USAID-supported contributions to Uganda’s development. The ULA will achieve this through three objectives: - Collaboration: Strengthened collaboration, both internally and with external stakeholders, enables USAID to better leverage expertise, learning and resources; and deepens local ownership. - Learning: Systematic learning, through applied research, monitoring and evaluation, informs and improves the relevance, quality, and cost- effectiveness of programs and operations. - Performing: Adaptive management of program implementation and meta-level interventions to improve the quality of USAID program outcomes. Position Background:The Health Systems Project Advisor will be empowered to proactively integrate USAID learning cycle processes into a cohesive project management approach which leads toward collaboration, learning, and adaptation (CLA) for improved development results. Further, he/she will support USAID/Uganda in monitoring the work of implementing partners. This is a temporary position and is expected to run from March through July of 2021.

Position BackgroundSenior Data Analyst (Learning) is responsible for providing significant input into key defined tasks such as evaluations and other data-heavy assessment pieces, and overseeing Mission and IPs in better quality data collection and analysis within reporting cycles, He/she would also offer proactive analysis to USAID/UgandaThis person would work closely with ULA’s Senior Statistician and would be conversant with variety of programming languages and software, including SAS, R, Python, Stata, Canva, Tableau, etc. to present innovative big data solutions. Reports to: Director of Learning

Position BackgroundData analyst (Learning) will be responsible for gathering and interpreting data to ensure its quality and accuracy, while processing it and presenting it in patterns and trends that will enable ULA and USAID to make better decisions. They will be the technical expert in conducting full lifecycle data analysis to include requirements, activities, and design. He/she will also be responsible for monitoring performance of the system, identifying improvements, and providing reports. Our work maximizes results through the use of cutting-edge technologies and innovation, organizational development, and evidence-based decision-making.   We envision that with the support of the Education, Youth and Child Development (EYCD) Program Advisor, project management teams (PMTs) will be empowered to proactively integrate USAID learning cycle processes into a cohesive project management approach which leads toward collaboration, learning, and adaptation (CLA) for improved development results. Further, the Program Advisor will support USAID/Uganda in monitoring the work of implementing partners.    The EYCD Program Advisor will be responsible for overall support to their respective assigned project(s). They must support the USAID project management team and project managers/coordinators to facilitate cohesive project management through the use of collaboration, learning, and adaptation. They must support the USAID PMT to track project progress toward its project purpose. They must support USAID PMT informed decision making with appropriate knowledge collection and dissemination within the project. They will track the overall project theory of change over the life of the project, monitor assumptions, and advise the PMT on opportunities and challenges related to USAID’s achievement of key project outcomes. They will facilitate internal and external collaboration with the project and other USAID projects, as well as with external project partners and stakeholders. They will provide overall project support and advisory services which enable USAID PMTs to manage the project effectively and cohesively, catalyzing continuous improvement, and galvanizing demonstrated project impact. S/he will work collaboratively within a team of project management specialists on the USAID Learning Activity, led by a Senior Project Support Manager.

The role of the AOR/COR at USAID/Uganda is a challenging position. Staff are overburdened due to staffing shortages, and there is a push to work with Local Partners who have limited capacity, all while working in a high-fraud environment. These initiatives require closer and more frequent engagement from the AOR/COR, and expertise in all elements of the AOR/COR role. Due to numerous work demands, many AOR/CORs have not had the time to fully embrace and learn their role. The offices of OAA, OFM and PPD, have hosted training for AOR/CORs in USAID/Uganda, which has helped expose the AOR/CORs to the requirements of their role, but the Mission finds itself in the position where we need a coach to work directly with the AOR/CORs that are struggling, to those who need more individual training.
