The Governance Support Program (GSP) is a USAID cooperative agreement with the Government of Turkmenistan (GOTX) to implement a strategic and sustainable approach to strengthening accountability, effectiveness, and transparency of governance in Turkmenistan. The primary objective of GSP is to build on the success of the United States Government’s (USG) engagement efforts with the GOTX, and to continue to develop a more internationally engaged Turkmenistan through their government officials.

GSP is directed through two main objectives:
Objective 1: Improve public administration of GOTX institutions
Objective 2: Strengthen policy development and lawmaking processes

These objectives are being met through training, technical assistance activities, and study tours that QED provides to Civil Servants, so they are better able to serve the local populace through the application of international governance best practices. This will lead to an increased inclusive policy dialogue, with a more active, and better-informed civil society, as well as strengthened policy development and lawmaking processes. The result being an enhanced capability of the GOTX to more effectively enact and implement new policies and government priorities. QED partners with the GOTX, the Mejlis, and civil society partners, to provide them with the skills, knowledge, and confidence to lead, and act as change agents for a more democratic Turkmenistan.
