    We are currently seeking a mid-level Learning and Research Specialist to support the five-year, $10-$24 Million USAID/Philippines Evidence-driven Collaborating, Learning, and Adapting Activity. The Research and Learning Specialist is a mid-level professional who supports the CLA Director on all CLA activities throughout the life of the contract. His/her services will be on-demand based on specific tasks requested by USAID staff.


    • Tracking the missions learning agenda and project and activities MEL plans.
    • Analyze relevant development trends in data both inside and outside of USAID.
    • Supply information to guide USAID staff in learning events and other activities.
    • Support USAID staff to set up and/or strengthen USAID systems to integrate learning and knowledge management.
    • Provide effective communications to documents and disseminate of learning.


    • Master’s degree in a related field.
    • 5+ years assessing and learning and/or monitoring and evaluation experience (or 5+ years in lieu of advanced degree).
    • Passion for facilitating and creating organizational learning, change and advancing foreign aid effectiveness opportunities.
    • Demonstrated the ability to serve as an effective USAID representative with a wide array of individuals and institutions is essential.
