    We are currently seeking a Chief of Party (COP)/CLA Director to support the five-year, $10-$24 Million USAID/Philippines Evidence-driven Collaborating, Learning, and Adapting Activity. The purpose of this activity is to bolster the capacity of the USAID/Philippines mission to effectively practice and lead collaborating, learning and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The activity will generate high-level monitoring, evaluation and research evidence in relation to the implementation of the USAID/Philippines 2019-2024 Country Development Cooperation Strategy. The activity will work with USAID staff to integrate intentional learning into USAID Philippines' staff culture, systems and processes, including rigorous meta-analysis and dissemination of lessons learned and good practices inside and outside of USAID - particularly those that shed light on the U.S.-Philippines' partnership and adaptive management requirements in the journey to self-reliance.


    The COP/CLA Director will be responsible for ensuring the effective and efficient performance of all aspects of this Contract; including provision of Contract oversight, maintaining acceptable standards of quality for all assigned tasks and expected deliverables. They will provide overall project vision, technical leadership and management, achieve program results efficiently, in a timely fashion and in compliance with USAID/Philippines, US Government, and QED policies and procedures.

    • Serve as the main point of contact to the USAID Mission, implementing partners, other donors, and the host country’s government.
    • Lead work planning and oversee the operations of the contract to achieve successful implementation of activities
    • Mentor staff to enhance capacity and actively contribute expertise to the Contract, and provide strategic and operational direction.
    • Oversee project management systems for finance, administration, logistics, human resources and strategic operations.
    • Provide training on CLA to IPs, Mission Staff and local stakeholders.
    • Support the development of CLA Action Plans with DO Teams, IPs or local stakeholders and see through implementation.
    • Collect CLA examples from the field and share lessons learned.
    • Organize MEL Specialists and sector working group meetings (IPs and USAID).
    • Support the development and implementation of learning agendas with DO teams.
    • Ensure the completion of timely reports, evaluations, analyses, assessments, and deliverables that meet USAID quality control/assurance standards.
    • Ensure compliance with the terms and conditions of the Contract.


    • Minimum of ten (10) years of professional experience working with issues related to planning, design, and management of USAID programs, preferable in S.E. Asia.
    • 5 years of experience as a COP/DCOP or senior field management experience.
    • Master’s Degree in social sciences, statistics, international relations, international development or related field is required
    • The COP must be able to efficiently manage complex programs, including the recruitment and supervision of long and short-term staff and consultants for work required under this contract, and to interact professionally with senior Mission, Embassy, officials from the Government of the Philippines officials, and other stakeholders and development actors
    • Highly developed interpersonal communication, presentation, and negotiating skills
    • Strong understanding of multi-sectoral development thorough a working knowledge of USG operations, regulations, policies, procedures and programs.
    • Familiarity with culture, language, society and development context of the Philippines strongly preferred
