    QED is seeking a Lead Monitoring and Evaluation Expert/CMEP Facilitator for a Department of Labor bid. The primary objective of this bid is to facilitate the development of a Comprehensive Monitoring and Evaluation Plan (CMEP) for a Bureau of International Labor Affairs (ILAB) funded technical cooperation project.


    • Facilitate the development of a CMEP for an ILAB-funded technical cooperation project.
    • Provide necessary training/capacity building during CMEP workshop.
    • Provide capacity building and technical assistance to each Office of Child Labor, Forced Labor, and Human Traffic (OCFT) Grantee to facilitate the development, implementation, and updating of their CMEPs.
    • Provide remote technical assistance to the Grantee before and following the CMEP workshop as needed to ensure the completion of high quality deliverables.


    • A Bachelor's degree or higher in a relevant field, such as applied social sciences, development economics, or monitoring and evaluation.
    • A minimum of 10 years of progressive responsibility working in monitoring and evaluation (M&E) for donor­ funded development programs.
    • Department of Labor experience is a plus.
    • Extensive prior M&E experience in subject matter areas related to forced child labor, child protection, and capacity building of civil society organizations.
    • Strong facilitation skills, and highly skilled in the areas of problem analysis and developing performance indicators.
    • Fluent in English, fluency in French is preferred.
    • Prior experience working in the Democratic Republic of Congo, Nepal or Philippines is preferred.
