    The QED Group is seeking a Strategic Information Advisor for a USAID Ethiopia Health Information Systems (HIS) project to support USAID/Ethiopia in providing technical assistance and other services for the implementation of the Electronic Health Information Systems (eHIS) Activity. The project is aimed to support the Government of Ethiopia (GOE) to improve the quality of health service and create a sustainable health care system through use of data for decision making and for providing similar services and deliverables to other countries in Africa or to respond to a crisis in Ethiopia.


    • Support the implementation of the interoperability vision of the MOH through direct inputs and identification of technical resources from within the FMOH, USAID and other donors and partners, to support, coordinate and utilizing this support to advance a functional eHealth Architecture.
    • Provide technical support on rapid assessment of knowledge and skills in data management, analysis, interpretation and use at national and sub-national levels, if needed where critically need information is not available from other recent / existing assessments.
    • Provide support to promote access to quality information at the national and sub-national levels, health report, disease surveillance and health assessment report.
    • Provide support for data quality assurance at sub-national level to improve data quality and service quality; and provide support on data quality issues.
    • Provide technical support for interoperability of softwares within the eHealth Architecture.
    • Provide technical oversight for SI-related technical support, including but not limited to providing advice, guidance, and technical support to local civil society partners, Ministries of Health (MOH), and other collaborating organizations in the implementation and strengthening of M&E systems for HIV/AIDS program activities supported by PEPFAR/USAID, as well as the use of data for decision-making, in coordination with USAID/PEPFAR.
    • Provide tools for information dissemination in the form of (draft) speeches, pamphlets, fact sheets and other briefers on eHIS-related communications. Audience is intended to include both internal and external stakeholders.


    • Master’s Degree in Informatics or Public Health.
    • High degree of familiarity with DHIS-2 – its use, customization, and interoperability of related data management platforms (LMIS, iHRIS, HMIS).
    • Task-oriented communications strategist with 10 years of communication-related experience, 5 of which are preferably with USAID.
    • Proven ability to write strategic development policy documents.
    • Knowledge of MS Word, Excel, PowerPoint and other visualization software.
    • Strong interpersonal skills, able to work effectively with headquarters program staff.
    • Excellent organizational, analytical, oral and written communication skills.
    • Fluency in English required.
