    The QED Group is seeking a CLA/Knowledge Management Advisor for a USAID Ethiopia Health Information Systems (HIS) project to support USAID/Ethiopia in providing technical assistance and other services for the implementation of the Electronic Health Information Systems (eHIS) Activity. The project is aimed to support the Government of Ethiopia (GOE) to improve the quality of health service and create a sustainable health care system through use of data for decision making and for providing similar services and deliverables to other countries in Africa or to respond to a crisis in Ethiopia.


    The CLA/Knowledge Management Advisor is responsible for delivering learning results and tracking adaptations for lessons learned, and assisting the Program with capturing, synthesizing, and sharing both internal and externally the work and learnings of the project. This includes development and activity management/implementation of a CLA, Knowledge Management and Communications Strategy that advances the learning agenda of the project, as well as identifying knowledge gaps and filling those gaps. This position will be full time and based in Ethiopia.



    • Manage and support communities of practice for improved learning and collaboration.
    • Facilitate collaboration among IPs, such as information sharing sessions on indicator development and data reporting issues.
    • Support the development and implementation of learning agendas with DO teams.
    • Host sessions for knowledge sharing.
    • Organize learning events and stakeholder meetings to share the results of USAID’s development initiatives to other stakeholders.
    • Provide training on CLA to IPs, Mission Staff and local stakeholders.
    • Support the development of CLA Action Plans with DO Teams, IPs or local stakeholders and see through implementation.
    • Collect CLA examples and share lessons learned.
    • Support the organization of planning, mid-course stocktaking or pause and reflect sessions for CDCS or sector-specific achievements.
    • Support development and dissemination of knowledge products.
    • Track and measure activity CLA and communications indicators for reporting purposes.
    • Collaborate closely with other activity staff.
    • Ensure that all deliverables and services meet USAID and QED quality expectations.
    • Support Mission staff in aligning policies, practices and processes with lessons learned.
    • Lead a series of workshops and conferences to convene USAID staff, implementing partners, and local stakeholders in order to discuss challenges, share best practices, and foster collaboration on specific topics related to USAID’s areas of intervention.
    • Expand various online learning activities, including engaging the growing member base on project websites, collaborating with external partners, and contributing content.



    • A Master’s Degree in social sciences, or related fields.
    • At least 10 years of progressive experience in designing, implementing, and managing learning and adaptive management approaches for a donor agency.
    • Preferred experience in CLA, including experience with managing and supporting communities of practice and organizing learning events.
    • East Africa or Ethiopia experience is strongly preferred.
    • Excellent team management and interpersonal skills
    • Strong facilitation skills.
    • Excellent communication (oral and written) and presentation skills. 
    • Experience in copywriting and editing.
    • Working knowledge of MS Office; photo and video-editing software is an asset.
