    QED is preparing for a proposal with the Global Health Bureau. This project is a five-year project and provides the U.S. Agency for International Development (USAID) Bureau for Global Health, Regional Bureaus, and Missions with ready access to high-quality, external technical expertise to design, support, and evaluate programs contributing to the achievement of U.S. Government (USG) Global Health Initiative (GHI) targets. The project is comprised of five components: program and project evaluation, technical assistance, mission support, GH program and research management, and logistical support for meetings/conferences. 


    The project spans multiple health technical areas, including HIV and AIDS, Family Planning, Maternal, Neonatal and Child Health (MNCH), Infectious Diseases, and Orphans and Vulnerable Children (OVC), as well as cross-cutting health issues such as Gender, Health Financing, Health Systems Strengthening (HSS), public private partnerships and science and technology.  


    This project provides USAID operating units working on health-related activities in headquarters and the field with the short- and medium-term technical services of consultants with expertise pertaining to the GHI principles and USAID objective to support partners to become self-reliant. Under the current project, about 700 assignments have been undertaken in about 60 countries.  


    The Senior International Recruiter is responsible for assuring systems are in place to recruit a wide range of qualified consultants required to fulfill the projects assignments. This includes training and supporting program staff to recruit, managing and augmenting the project’s consultant database, and recruiting difficult to find consultants. The Senior International Recruiter will also manage advertising of open consultancies, as needed. Key responsibilities will include:  

    • Train and support program staff to recruit consultants for project assignments; 
    • Maintain and update project consultant database; 
    • Conduct and lead proactive recruitment for consultants, including TCNs and CCNs for task orders in collaboration with project managers;  
    • Gather information on and coordinate job advertising for project assignments in relevant countries. Write job descriptions and advertisements; 
    • Maintain postings on project website and other posting sites to keep job postings up-to-date, closing filled positions, tracking applications, registering new candidates, and uploading relevant documentation; 
    • Schedule training of new project staff as necessary; 
    • Attend conferences, career fairs, and special events for promotion; 
    • Assist with production of final personnel/recruitment related documents, as needed; 
    • Maintain recruitment folders and documents; 
    • Actively participate in internal discussions and initiatives to augment projects recruitment systems, procedures, policies and tools, such as the corporate advertising site tracker; 
    • Actively engage in efforts to improve projects database of consultants and candidates by proactively sourcing and vetting new candidates; and 
    • Assist with recruiting project staff, as needed.


    • Bachelors in Business, Human Resources and/or Social Sciences in the related field; 
    • At least 10 years of recruitment experience; 
    • At least 5 years international recruiting experience, particularly recruiting for work in low resourced, less developed countries; 
    • Flexibility to work overlapping hours with teams located in different time zones; 
    • Experience with online networking tools, such as LinkedIn and Devex, and experience conducting searches on recruitment databases as required; 
    • Must have a strong orientation to client satisfaction, an ability to foster productive team relationships, and an ability to work in a team environment; 
    • Excellent oral and written communications skills in English; 
    • Strong interpersonal skills; 
    • Ability to work collaboratively in a fluid team environment with all levels of staff in all units of the company; 
    • Computer literacy, database affinity; and 
    • Ability to prioritize tasks.
