    QED is preparing for a proposal with the Global Health Bureau. This project is a five-year project and provides the U.S. Agency for International Development (USAID) Bureau for Global Health, Regional Bureaus, and Missions with ready access to high-quality, external technical expertise to design, support, and evaluate programs contributing to the achievement of U.S. Government (USG) Global Health Initiative (GHI) targets. The project is comprised of five components: program and project evaluation, technical assistance, mission support, GH program and research management, and logistical support for meetings/conferences. 


    The project spans multiple health technical areas, including HIV and AIDS, Family Planning, Maternal, Neonatal and Child Health (MNCH), Infectious Diseases, and Orphans and Vulnerable Children (OVC), as well as cross-cutting health issues, such as Gender, Health Financing, Health Systems Strengthening (HSS), public-private partnerships and science and technology.  


    This project provides USAID operating units working on health-related activities in headquarters and the field with the short- and medium-term technical services of consultants with expertise pertaining to the GHI principles and USAID objective to support partners to become self-reliant.  Under the current project, about 700 assignments have been undertaken in about 60 countries.


    The Finance and Administrative Team Lead/Director oversees financial management, administrative compliance, contractual accountability, financial reporting, procurement, and logistical and IT support for the project team, and ensure these activities are carried out in a manner consistent with the objectives of the project, and in compliance with USAID regulations and QED’s policies and procedures.  

    • Manage and maintain accounting and finance records in accordance with the FAR and AIDAR; 
    • Active management of project expenditures and provide real time cost information and back up documentation to drive decisions; 
    • Actively work with corporate Finance Director to manage indirect costs; 
    • Prepare monthly, quarterly, and annual financial reports, as required; 
    • Track the transfer of funds received by the project and payments made to consultants; 
    • Track assignment cost estimates (budgets) and expenditures by assignment and funding streams; 
    • Provide day-to-day management of the systems for financial transactions; and 
    • Oversee Finance and Administration team staff, including mentoring, training, and managing the day-to-day activities of these staff.


    • Bachelor’s degree in Finance, Business Administration, or related field, Master’s degree preferred; 
    • At least 10 years of experience in accounting and finance activities in the international development sector; 
    • Experience managing financial transactions on USAID-funded programs and familiarity with USAID regulations; 
    • Experience managing staff, tasks and work streams related to finance and admin; 
    • Experience with relevant financial software packages, including Microsoft Excel; 
    • Good oral and written communication skills; 
    • Language: Written and verbal fluency in English required; other foreign languages fluency is desirable.
