    QED is preparing for a proposal with the Global Health Bureau. This project is a five-year project and provides the U.S. Agency for International Development (USAID) Bureau for Global Health, Regional Bureaus, and Missions with ready access to high-quality, external technical expertise to design, support, and evaluate programs contributing to the achievement of U.S. Government (USG) Global Health Initiative (GHI) targets. The project is comprised of five components: program and project evaluation, technical assistance, mission support, GH program and research management, and logistical support for meetings/conferences. 


    The project spans multiple health technical areas, including HIV/AIDS, Family Planning, Maternal, Neonatal and Child Health (MNCH), Infectious Diseases, and Orphans and Vulnerable Children (OVC), as well as cross-cutting health issues, such as Gender, Health Financing, Health Systems Strengthening (HSS), public-private partnerships, and science and technology.  


    This project provides USAID operating units working on health-related activities in headquarters and the field with the short- and medium-term technical services of consultants with expertise pertaining to the GHI principles and USAID objectives to support partners to become self-reliant. Under the current project, about 700 assignments have been undertaken in about 60 countries. 


    The Operations Manager/Team Lead position has a seamless partnership and complementary managerial relationship with the Project Director and the Deputy Director/Senior Technical Advisor. S/he provides consistent oversight and direction for day-to-day assignment management and program operations as follows:   


    Procurement and Contract Compliance:  

    • Supports compliance with the appropriate USG regulations and guidelines related to procurement, travel, security, and related operations; 
    • Reviews consultant salary history, CVs, 1420 biodatas, and assists the Recruiter and Contracts Specialist to ensure compliance with project and government requirements related to daily rate determinations for project consultants; 
    • Reviews and approves proposed travel itineraries for project consultants to ensure compliance with assignment budget and travel regulations and serves as a primary resource for travel and airfare questions; 
    • Takes an active role in organizing consultancies to ensure that the interests of USAID are best served at the lowest possible cost; and 
    • Oversees close out of completed assignments to ensure program files are accurate and comprehensive.  

     Project Management:  

    • Coordinates the day-to-day work of the program managers, project assistants, and interns; 
    • Provides Project Director recommendations of distribution of project assignments to specific Program Managers; 
    • Provides mentoring, coaching and on-the-job training, and ensures appropriate professional development opportunities for the project Program Managers and Program Assistants; 
    • Provides input to performance appraisals of Programs Managers and Program Assistants and informs the Project Director of issues for appropriate action; 
    • Assists the Project Director to oversee the timely planning, recruitment, and organization of project assignments as approved by the project COR; 
    • Ensures that all activities and assignments are completed in a high-quality, on-time manner; 
    • Supports program managers with consultant recruitment, assignment logistics, and administrative closeout of completed assignments; 
    • Assists in advising staff on operations, policies and procedures; 
    • Provides programmatic and administrative guidance and problem-solving to consultant teams; 
    • Ensures high-quality products responsive to GH client requests; 
    • Develops and updates project assignment procedures and processes, as needed; 
    • Ensures that country files are maintained, and current relevant information is filed by Program Managers; 
    • In collaboration with the Director and Deputy/Senior Technical Advisor contributes to timely and complete project reporting (quarterly reports, annual reports, performance reports, etc.) and other documents/reports produced by the project; and 
    • Assumes other project management functions and responsibilities as requested by the Project Director and/or DD/Sr. Technical Specialist.  


    • Works closely with the project Recruiter and Program Managers to prioritize recruitment efforts and develop appropriate staffing plans according to SOW requirements, especially as it relates to meeting hiring deadlines. Escalates complex issues to Project Director; and 
    • Identifies project staffing needs and works with the Project Director to ensure timely recruitment for Program Managers and Project Assistants. 


    • MPH, MS, or equivalent, public health-related degree preferred;   
    • A minimum of ten years of professional work experience in working on and managing USAID-funded projects in required; 
    • Strong working knowledge of AIDAR and FAR regulations and their practical application; 
    • Deep knowledge/experience with USAID/Washington and field program environments and operating procedures; 
    • Excellent customer service skill; 
    • Ability to work with, and be responsive to the wider range of client and consultant personalities and requirement; 
    • Experience with USAID technical support service mechanisms that relay on contracting consultants similar to the USAID Global Health Program Cycle Improvement Project (GH Pro) is a plus; 
    • Knowledge of public health and international development issues; 
    • Overseas experience preferred; 
    • Experienced supervising and mentoring personnel;  
    • Outstanding written and oral communication skills; 
    • Well-organized, attentive to detail, skilled in setting priorities and meeting deadlines, and able to handle multiple tasks simultaneously; 
    • Mastery in the use of Windows, Microsoft Office, spreadsheets, databases, and presentation software; 
    • Written and verbal fluency in English required; other foreign languages fluency is desirable.
