  • Overview

    The purpose of the Ethiopia Electronic Health Information System (e-HIS) project is to support the Federal Ministry of Health (FMOH) in strengthening and modernizing the national Health Information System of Ethiopia. The project will involve supporting the government of Ethiopia to develop and bring to scale priority electronic health information systems, instill a culture of data use, build capacity and governance for the improved HIS, and ensure integrated systems by fostering stakeholder collaboration.

     

    The Senior/Lead Governance Advisor is expected that this advisor will be full-time for no less than 5 years.

    Responsibilities

    • Provide strategic services related to enterprise architecture, IT governance, system selection and integration including developing blueprints, road maps, architecture, and governance models
    • Advise on methods for data management infrastructure and analysis, including methods for querying relational databases, data warehousing, online analytic processing, cloud database storage and security, and data mining techniques. 
    • Manage projects involved with public health informatics and serves as a subject matter expert in the utilization and implementation of IT systems integrating infrastructure for health systems
    • Collaborate and provide expert scientific advice to a variety of nation-wide and international organizations to synthesize and implement informatics policies and directions for future development.
    • Collaborate with and provide technical advice to all organizational levels, as well as with various partner organizations.
    • Research and evaluate state-of-the-art project-specific technical strategies and approaches and recommend updates and changes as appropriate.
    • Assess the functions, limitations, opportunities and challenges of information technology, including specific software products, in healthcare and public health settings.
    • Evaluate and assure system infrastructure compliance with laws and regulations applicable to managing patient information.

    Qualifications

    Required Qualifications

    • A Master’s degree in information science, data science, public health, statistics, health informatics, governance, international development, or a related field.
    • At least five years proven experience developing IT governance, strategy, and architecture for multiple companies (preferably mid-market and enterprise organizations).
    • Must be able to read, write, and speak fluent English.

    Preferred Qualifications

    • At least 8 years of experience in working with information systems management and design in the health field for international donor funded programs (USAID preferred).
    • Experience in developing IT governance, strategy, and architecture for multiple companies (preferably mid-market and enterprise organizations).
    • Demonstrated experience managing the full software development life-cycle of mid- to large-sized projects (i.e. crossing multiple program areas and conflicting needs; requiring integration of multiple non-standardized applications or business process; and requiring complex reporting and communication at the agency and executive level) with minimal supervision.
    • Demonstrated strong understanding of the Ethiopian Health System.
