    As part of recent efforts to modify existing security cooperation authorities, the FY2017 National Defense Authorization Act (NDAA) (P.L. 114-328) enacted several new provisions that modify the budgeting, execution, administration, and evaluation of Department of Defense (DOD) security cooperation programs and activities. Although the Department of Defense (DOD) has spent billions of dollars to train, equip, and support foreign military and security forces, there has been no comprehensive, standardized framework to judge the effectiveness of security cooperation programs.  Therefore Congress has enacted legislation requiring DOD to develop a standardized, objective evaluation of DOD security cooperation initiatives. This new authority requires that the Secretary of Defense maintain a program of AM&E for DOD security cooperation programs and activities. These activities are to be funded by monies available to the Defense Security Cooperation Agency (DSCA) and DOD for security cooperation programs. 


    In anticipation of support requirments for AM&E and security cooperation, QED seeks specialists in the areas of security cooperation or security assistance with experience in assessment, monitoring an evaluation of Departmend of Defense or Department of State intiatives  Candidates should have knowledge and understanding of DSCA activities and requirements related to supporting successful security cooperation programs.  


    • Lead assessments and evaluations of DOD and/or State Department security cooperation initiatives.
    • Provide technical support to assessment, monitoring, research, and analysis tasks related to security cooperation and/or security assistance.
    • Support the development of initial design documents (IDDs) for global combatant commands.
    • Provide AM&E training for DOD security cooperation personnel.
    • Use quantitative and qualitative methods and skills to support AM&E for DOD and DOS.
    • Provide subject matter expertise on AM&E for security cooperation and security assistance.


    • Bachelor’s degree required; Master’s or Ph.D. preferred.
    • At least five years of experience working with US government agencies, experience with DOD preferred.
    • At least five years of experience conducting research using both quantitative and qualitative methods.  Eight to 10 years preferred.
    • At least three years of experience directly supporting international or security assistance or cooperation programs.
    • At least five years of experience with survey and other data collection methods.  Eight to ten yeas preferred.
    • Experience with the development of initial design documents (IDDs) for security cooperation preferred.
    • Experience conducting assessments and evaluations in the field working with a variety of clients.
    • Experience conducting training on AM&E.
    • Overseas field experience preferred
