  • Overview

    QED is seeking a Training/Capacity Building Specialist to serve on the Jordan Monitoring, Evaluation & Learning Activity (MELA). MELA will contribute to 1) ensuring that USAID’s development programs in Jordan achieve their intended results through an efficient and effective mechanism; and 2) building the institutional capacity of local MEL firms to assuming increasing management responsibility of MEL awards. The project will also provide support services for designing and conducting evaluations, monitoring performance, and applying learning and adaptive management, while ensuring sustainability through building the capacity of USAID and Implementing Partner (IP) staff as well as local stakeholders.

    Responsibilities

    • Lead or co-facilitate in-person (classroom) MEL training, workshops and events for Mission and IPs. Prepare and setup in advance.
    • Liaise with USAID staff on course planning and delivery, as needed and under the direction of the MELA Chief of Party.
    • Complete individual course/workshop/event summaries and evaluations following training delivery.
    • Contribute to training curriculum design or course modifications as required.
    • Collaborate as necessary with other MSI, MELA or USAID staff, who may act as subject matter experts/resources, as training designers, providers, or as instructors.
    • Finalize and document the processes and procedures for future MESP trainings (after the pilot training workshops are developed and delivered).
    • Maintain training, workshop and event calendars, procedures and tools; communicate with training participants and instructors as needed.
    • As requested by USAID and/or MELA staff, adjust training calendar and materials, based on any changes of the Mission’s needs. Maintain MELA training materials and library.
    • Ensure electronic submission of final course materials to USAID, including PowerPoint and/or other presentation materials, handouts, facilitator guide, and participant notebook.
    • Enter training data into Trainet, as appropriate.
    • Identify local partners and assess and track their institutional capacity.
    • Identify and offer innovative MEL training for institutions and/or individuals beyond USAID and IP staff such as government entities, individual consultants and other MEL service providers.
    • Supervise apprentices from local partners.
    • Develop “starter packs” for newly awarded IPs to understand mission-specific MEL expectations and communicate latest agency policy.

    Qualifications

    • Five years training experience required: design, curriculum development and delivering.
    • Experience in managing training activities, events and workshops (i.e., managing training logistics and preparing, developing, and utilizing training materials) required.
    • Familiarity with M&E terminology, tasks, and processes required. Familiarity and/or prior experience with USAID-specific M&E tasks and processes strongly preferred.
    • Experience training within USAID and/or with NGOs and other international donors and delivering training to other multilateral organizations preferred.
    • Ability to engage participants with a dynamic, interactive facilitation style.
    • Demonstrated communication and writing skills, as well as good interpersonal skills.
    • Strong organizational skills required (i.e., demonstrated ability to adhere to MESP’s production and file management standards; attention to detail and quality assurance, and flexibility.
    • A Bachelor’s degree in a related field required.
    • Fluency in spoken and written English and Arabic.
