    QED is seeking a MIS/IT Specialist to serve on the Jordan Monitoring, Evaluation & Learning Activity (MELA). MELA will contribute to 1) ensuring that USAID’s development programs in Jordan achieve their intended results through an efficient and effective mechanism; and 2) building the institutional capacity of local MEL firms to assuming increasing management responsibility of MEL awards. The project will also provide support services for designing and conducting evaluations, monitoring performance, and applying learning and adaptive management, while ensuring sustainability through building the capacity of USAID and Implementing Partner (IP) staff as well as local stakeholders.


    • Support USAID Jordan’s Office of Program Management in implementing DevResults, an online program performance management system.
    • Lead the transition of systems from DevResults to USAID’s Development Information Solutions (DIS), a suite of IT tools designed to harness the richness of USAID’s data, improve efficiencies across the Program Cycle and support the ability to tell one cohesive story about USAID’s activities and achievements.
    • Support USAID Jordan’s Program Office in implementing a GIS system, including data
      collection/cleaning and building GIS data management database to produce maps.
    • Maintain the population and utilization of USAID/JORDAN Knowledge Management Portal (KaMP), the Mission’s online platform that houses Jordan-specific information and resources that professionals in the development sector have access to.
    • Maintain the Knowledge Management System (KMS), which provides a platform for USAID to track data on Jordanian sub-awardees, using SharePoint 2010 technology.


    • A Bachelor’s Degree in information management or related technical field required.
    • Experience in Jordan required.
    • At least 5 years of experience in developing and maintaining knowledge management systems.
    • Some experience with DevResults (or an equivalent system) is preferred.
    • Required ability to use SharePoint 2010 technology, Ruby on Rails application and skills in HTML and CSS.
    • Fluency in spoken and written English and Arabic.
