    The QED Group is preparing a proposal for the USAID/Tanzania Vector Control Activity and is seeking a District Health Information Software (DHIS)/Health Informatics Expert. The purpose of the Tanzania Vector Control Activity (TVC) is to identify and implement proven, evidence-based vector control approaches in Tanzania to improve health outcomes. Authorized under USAID/Tanzania’s Comprehensive Health Service Delivery (CHSD) Project Appraisal Document (PAD), this project is critical to the achievement of USAID’s Country Development Cooperation Strategy (CDCS) for Tanzania. The Activity has five objectives:

    • Objective 1: Determine the ITN population access among targeted populations and the quantity of ITNs needed in the coming year to maintain high population access to ITNs’;
    • Objective 2: Deliver Insecticide Treated Nets to targeted populations;
    • Objective 3: Implement social and behavior change communication (SBCC) as and where needed to ensure uptake and use of ITNs in the NMCP, ZAMEP and PMI priority regions;
    • Objective 4: Provide annual guidance on effectiveness of vector control interventions used in Tanzania; and
    • Objective 5: Provide guidance on new evidence-based vector control approaches that show potential for successful outcomes in Tanzania and, when appropriate, assist with implementation of proven approaches.


    The DHIS/Health Informatics Expert will lead technical interventions to improve the quantity, quality, and usability of data generated through a range of eHealth systems by the Government of Tanzania and its ministries, USAID and its implementing partners, and other local stakeholders.  Key responsibilities will include:

    • Facilitate requirements gathering and system design process with USAID and other stakeholders.
    • Build and organize local development and implementation team.
    • Provide project management leadership and intensive support for first 6 months to one year of design and implementation process.
    • Build in-country capacity in DHIS2 configuration, development and technical support
    • Ongoing mentoring and support.
    • Develop interoperability/data exchange between DHIS2 and other systems.
    • Develop and customize DHIS2 instances to meet particular country or project needs.
    • Work with technical staff to facilitate DHIS2 installation and implementation by advising and supporting the national governments to standardize the roll-out process.
    • Support capacity building to develop and deploy DHIS2 based national electronic HISs like the Routine HIS (RHIS) or electronic disease surveillance systems.
    • Support capacity building to enhance in-country understanding of staff on eHealth Architecture and the relevance of the DHIS2 based HIS within that architecture.
    • Advise on developments in use of technology in information systems.
    • Advise on ways and means to assure electronic data management standards including data confidentiality, data quality assurance, and data integrity.


    • Advanced degree (MPH, MS, MIS, MA, other) in computer science, informatics, public health or related fields such as health systems or health information
    • 5+ years of experience in the development and operations of Health Information Systems (DHIS2 knowledge and practical experience) including specific work supporting DATIM.
    • Experienced in applying user-centered requirements processes in customization or application design.
    • Experience developing web-based and/or mobile applications, web-oriented programming language (e.g. Java, Java Script), and Unix/Linux system management.
    • Expert in the use of database management systems (MS-Access and Visual Basic are vital, SQL language, SQL server or MySQL preferred) and in the operating environment of Microsoft XP or further upgrades.
    • Demonstrated ability to work effectively and harmoniously in cross-cultural settings with other project staff, host country counterparts, USAID, consultants, other donors and international organizations.
