    The Director of Project Management is responsible for leading QED’s Project Management (PM) team and ensuring the successful implementation of all QED projects, including contractual, financial, and operational activities. The Director ensures that QED projects follow all applicable Company and client requirements, and continuously focuses on opportunities to improve internal operations and implement best practices. The Director of Project Management, reporting to the Executive Vice President, is a member of QED’s Management Committee and will work closely with other teams across the Company, including Finance & Accounting, Contracts & Compliance, Talent Acquisition, Human Resources, Communications, and Information Technology. The Director will also coordinate closely with the Technical Services team to ensure that all operational and technical elements of our programs are effectively managed. The Director will also coordinate with QED’s Business Development (BD) team to oversee the PM team’s support of BD activities.

     

     

    Responsibilities

    • Project Management Team Leadership
      • Direct and supervise the work of the PM team, which is based in the US and India, including work assignments, and workload balancing
      • Create and maintain a high-performing, engaged, and results-focused PM team by overseeing the team’s daily professional development through coaching, mentoring, and performance management; collaborate with relevant internal operational teams to oversee formal training and professional development for PM and project office staff
      • Propose and implement process improvements to improve PM team effectiveness and efficiency
      • Create cohesion amongst PM team members across corporate and project offices
      • Share and implement best practices in project management

     

    • Project Management Implementation
      • Contribute to the success of all QED projects/programs by ensuring contractual, financial, and operational performance, and client satisfaction
      • Ensure that all applicable Company and client rules, regulations, policies, and procedures are consistently applied and followed
      • Oversee and direct project start-up and close-out of projects, including by traveling to country to provide support, as needed
      • Provide front-line contractual and financial management support to the PM team, field programs, subcontractors, partners, and clients, and engage with internal Contracts and Finance Teams when additional support is necessary
      • Oversee project budgets, including those of business partners
      • Ensure that field cash balances are sufficient for project operations, and minimize unnecessary balances
      • Oversee and support periodic internal or client-initiated performance and financial audits
      • Manage project financial/cash-flow planning, track obligated amounts, and submit limitation of funds notices, as required
      • Ensure that the PM team monitors expenditure against budgets and forecasts
      • Ensure accuracy of client invoices and that the PM team is reviewing and approving edits
      • Ensure project communications comply with Company and client communications protocols
      • Ensure project compliance issues and risks are logged, monitored, reported on, managed and mitigated, and escalated to corporate/project leadership, as required
      • Ensure that project delegations of authority are in place and adhered to
    • Ensure effective mobilization and demobilization of all international staff with support from HR
    • Monitor and ensure the quality of field procurements, ensuring compliance with company and client requirements.
    • Ensure asset management procedures are in place and complied with
    • Ensure the adequacy of records retention practices in compliance with company and client requirements

     

    • Project Management and Internal Collaboration
      • In collaboration with the Contracts team and in-house or external legal counsel, ensure that in country registrations are up to date and in compliance with Company policy and host-country requirements
      • In collaboration with the Human Resources team, ensure that all project-based people-related activities are functional, and that relevant safety and security protocols are in place and operational; propose modifications or additional safeguards, as needed
      • Ensure the completion of monthly Internal Performance Reviews, to ensure that project performance is on-track
      • In collaboration with the Technical Services team, oversee the development and monitoring of project work plans and deliverables, to ensure that each program’s technical objectives are being met
      • In collaboration with the Finance team, ensure Company finance processes and procedures for budgeting, forecasting, bank account management and reconciliation, funds transfer, advances and liquidations, cashbooks, payments, payroll, invoicing, and time recording are implemented in strict accordance with the financial calendar, and Company and client requirements
      • In collaboration with the Contracts team, ensure that procurement and grant management are conducted in accordance with company and client rules and regulations
      • In collaboration with the Human Resources and Talent Acquisition teams, ensure that project recruitment and contracting, performance management, mobilization and demobilization, grievance and disciplinary matters, and start and end of employment policies and procedures are in compliance
      • In collaboration with Human Resources and the Ethics and Compliance Committee, ensure that all project office staff are regularly trained on ethics and compliance and that QED’s Ethics and Compliance Manual, as well as all Company and client rules and regulations, are consistently and rigorously followed
      • In collaboration with the Information Technology team, ensure that project IT systems are fit for purpose

     

    • Business Development
      • Participate in business development, and support the involvement of PM staff in the business development process, from capture though submission

     

    Assist with any other tasks, as assigned by the Executive Vice President

    Qualifications

    • Bachelor’s degree in International Development/Relations, Public Administration, Business, or a related field
    • A minimum of ten years of progressive and relevant work experience managing donor project operations, primarily for USAID
    • On-the-ground experience operating in transitional environments, as achieved through numerous short-term assignments or one or more long-term assignments
    • A minimum of five (5) years of people management experience, including setting performance objectives, managing for results, giving and receiving feedback, leading performance evaluations, and mentoring and coaching
    • Excellent understanding of donor rules and regulations, primarily the FAR and AIDAR
    • Financial acumen and the ability to interpret and analyze budgets and financial reports
    • Sound problem solving and decision-making skills
    • Excellent communication and interpersonal skills, including writing and oral presentations
    • Ability to build and develop a strong team and relationship with clients
    • Strong focus on systems, impact, and results, including a focus on continuous improvement
    • Strong emphasis on ethics, integrity, respect, and responsible business practices
    • Strong familiarity with Excel, PowerPoint, and Word
    • Willingness to travel and work abroad a possible ten (10) weeks per year in developing countries

    PREFERRED EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

    • Prior experience on a long-term overseas field assignment
    • Experience with business development roles and processes, particularly for USAID
    • Master’s degree in International Development/Relations, Public Administration, Business, or a related field
    • Foreign language skills, preferably in French, Spanish, Arabic, Hindi, or Russian
    • Experience managing programs for Gates Foundation, MCC, CDC, DfID, Department of Defense, Department of State, DFAT, and other similar organizations
