  • Overview

    The QED Group is preparing a proposal to USAID for an upcoming opportunity to assist the USAID/Colombia Mission with monitoring, evaluation, and learning activities. The primary objectives of the five-year MEL Activity are to provide the USAID/Colombia Mission with technical and advisory services for evaluation activities; design and implement quantitative and qualitative evaluation studies and assessments; and provide evaluation technical assistance for program development.


    This mechanism will provide the Mission with a set of performance and impact evaluations for varied activities which contribute to the CDCS, thematic regional assessments and studies, and learning activities that have supported Mission programming. This position will be full time and based in Colombia.


    • Ensuring the integrity and usefulness of QED's financial systems.
    • Facilitating QED's internal administrative operations.
    • Ensuring that QED meets programmatic, financial and other reporting requirements.
    • Delivering the performance result related to providing USAID with logistical and other services.


    • Bachelor’s degree in Accounting, Business Administration or related field.
    • A minimum of nine years of experience managing organizational finances in increasing roles of responsibility.
    • Procurement, contracts management, construction, logistics and/or human resource related matters for international development activities of similar dollar value.
    • Demonstrated supervisory experience.
    • Familiarity with USG financial reporting and compliance requirements.
    • Experience in managing donor funded procurements and subcontracts/grants.
    • Quality past performance references relevant to the position.
