QED is seeking a Chief of Party (COP) to serve on the Jordan Monitoring, Evaluation & Learning Activity (USAID MELA). USAID MELA will contribute to 1) ensuring that USAID’s development programs in Jordan achieve their intended results through an efficient and effective mechanism; and 2) building the institutional capacity of local MEL firms to assuming increasing management responsibility of MEL awards. The project will also provide support services for designing and conducting evaluations, monitoring performance, and applying learning and adaptive management, while ensuring sustainability through building the capacity of USAID and Implementing Partner (IP) staff, as well as local stakeholders.
This is a Key Personnel position required for the life of the contract. The COP will be responsible for leading all aspects of contract performance, providing technical guidance to all tasks under the contract, and representing the Contractor’s activities as a whole to outside audiences. He/She will be responsible for leading the strategic planning for the program, including annual work plans; ensure close coordination with USAID COR and implementing partners, as well as partners in the GOJ, NGOs, business associations, and donor communities; and be responsible for the day-to-day operational oversight and administration of the program.
