    The QED Group is preparing a proposal to provide the USAID Mission in Haiti with support in verifying health service delivery performance data across supported sites within targeted geographic departments. We are currently seeking a Technical Director.

    Responsibilities

    The Technical Director will be responsible for the overall technical direction of the USAID mission in Haiti. This position will provide guidance in achievement of all project objectives, and in collaboration with the project team and partners, support the design of service delivery strategies. The Technical Director will also review and, where required, provide written approval of technical reports, drawings, specifications or technical information to be delivered. The Technical Director will also provide written directions to the contractor, suggest possible lines of inquiry, or otherwise facilitate completion of work.

    Qualifications

    The required qualifications include: 

    • An advanced degree in information systems, statistics, quantitative/qualitative data analysis or management, public health administration, program management, or related area.
    • Minimum 6 years of experience in the field of M&E of health projects.
    • Preferred knowledge of monitoring results-based financing programs, as well as health service Delivery.
    • Experience in health data collection and data analysis.
    • Experience working with diverse communities in designing, implementing and evaluating projects.
    • Demonstrated interest and experience in international development, especially USAID programs (overseas experience a plus).
    • Familiarity with USAID or other USG administrative, management and reporting procedures and systems preferred.
    • Strong oral and written communication skills in French, English; knowledge of Creole is highly desired.
