    QED is seeking a Knowledge Management and Learning Specialist to serve on the Data and Evidence for Education Programs (DEEP) project aimed to mobilize the technical expertise necessary to establish visionary education evidence agendas for USAID, make strong secondary data available and accessible via USAID enterprise systems, and produce innovative analysis of secondary data. Although DEEP is envisioned to reside within USAID Office of Education, it is intended to drive and respond to demand for services form other USAID Operating Units and USG entities through buy-ins.

     

    The Knowledge Management and Learning Specialist will help support objective 1 under this contract, which includes producing and disseminating knowledge products in response to USAID/USG education sector priorities. The Specialist will provide technical leadership and management oversight for all knowledge management activities.  She/he will be responsible for knowledge management planning, content design and production, strategic dissemination, outreach and targeted engagement. Tasks will focus on designing resources and visualization tools needed to make data and findings accessible to targeted audiences. This will include info-graphics, graphs, charts, one-page snapshots and/or summaries of findings, and other user-friendly products.

    Responsibilities

    • Design and implement effective learning activities to scope and implement appropriate and effective knowledge capture and sharing activities.
    • Strategically disseminate findings, knowledge and guidance through various avenues, including but not limited to: communities of practice, virtual or on-site workshops, conferences, and webinars, at global, regional or country-specific levels.
    • Lead and support learning events, conduct research, produce resources and guidance, and facilitate ongoing content development and engagement.
    • Publish reports, highlight success stories, communicate program impact/overall results.
    • Design and develop web-based tools or applications that allow stakeholders to explore data and evidence relevant to USAID/USG Education programming.
    • Systematic, standard-format analyses and documentation of characteristics, costs, and outcomes associated with USAID-supported programs.
    • Document and share learning – ensure requirements, lessons learned, and best practices for products, events, and other knowledge management activities are clear and documented
    • Support routine communication with USAID missions and other stakeholders on activity, evaluation, cost, and other reporting requirements and guidelines.
    • Think outside the box – identify and share more creative, efficient and effective ways to engage audiences and facilitate sharing and collaboration
    • Serve as project technical lead on all matters related to knowledge management
    • Be responsible for work planning and reporting
    • Manage and oversee Knowledge Management support staff and short-term technical assistance

    Qualifications

    • Master’s degree with at least 10 years of experience in knowledge management, organizational learning, education, international development, international affairs.
    • Demonstrated understanding of knowledge management principles and capacity to deliver knowledge management and/or organizational learning activities.
    • Ability to link content development and engagement strategies that facilitate timely, useful delivery of information through project learning platforms and activities.
    • Demonstrated interest and experience in international development, especially USAID programs (overseas experience a plus).
    • Demonstrated track record of success in managing communications activities and campaigns, including developing excellent collaborative working relationships with partners and other stakeholders.
    • Excellent facilitation, program/activity management, and written and oral communication skills.
    • Creative problem-solving and ability to work under tight deadlines.
    • Fluency in English is required, fluency in Spanish or French is highly desirable.
