    POSITION SUMMARY

     

    The Cost and Pricing Specialist will serve within the Business Development department and will be responsible for the preparation of proposal budgets and corresponding budget narratives within QED’s New Business team. The Cost and Pricing Specialist will serve as a member of the Cost and Pricing Team who report directly to the Senior Director of Business Development. This central service team is responsible for providing overall support and guidance to all of QED’s technical units for matters related to Business Development and Proposals with existing as well as new clients. The Cost and Pricing Team works directly with technical teams and Capture Teams to ensure proposal budgets and proposal cost volumes are strategically and competitively priced, compliant, completed on schedule and are of the highest quality.

     

    S/he takes a leading role in the budgetary aspects of the new business proposal development process, advises other staff on pricing strategies, and ensures compliance with all rules and regulations relating to proposal requirements and client guidelines. S/he coordinates with the Director of Business Development, the Proposal Coordinator and Technical Lead, Contracts Administrator, the Finance Director, and other senior staff in pricing strategy and cost decisions.

     

    The Cost and Pricing Specialist will also oversee and contribute to the cost proposal process, which can include researching and identifying cost approaches, negotiation of proposals, and ensuring projections and budget alignment to ensure successful implementation of all projects and agreements, as well as responding to client/donor requests.

    Responsibilities

    PRIMARY RESPONSIBILITIES:

     

    • Prepare budgets and various sections of the cost proposal as well as review sub-grant/subcontract budgets and cost proposal materials prior to submission to client or prime contractor
    • Develop pricing and presentation budgets for Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), Time and Materials (T&M), Deliverables Contracts and PSS contracts
    • Offer pricing strategies making cost proposals more competitive and cost efficient
    • Lead and contribute to writing budget narratives for proposal submissions;
    • Lead cost proposal modifications in competitive range discussions, under guidance of QED Leadership.
    • Engage in the development of a strategic, fully-compliant business proposal, and for developing and maintaining a knowledge base of strategic pricing data and methodologies
    • Review the cost and business requirements of RFPs and RFAs and clients’ requests for various types of Awards taking into consideration any future amendments
    • Develop In-house training on cost and pricing processes and strategies
    • Oversee and gather sourcing and verification of pricing information and unit costs
    • Ensure compliance with terms and conditions of the tender cost proposal requirements
    • Ensure compliance with all relevant federal regulations and restrictions and QED internal policy
    • Maintain up-to-date knowledge of pricing for grants, IQC, T&M, FFP, CR, and CPFF contracts
    • Maintain well documented records supporting pricing used in the development of proposals
    • Develop templates and other proposal forms as required
    • Contribute to partnership and subcontractor relationship building for potential opportunities
    • Ensure that proposals submitted meet funder specifications and deadlines as well as QED’s quality standards
    • Review subcontractor/partner information received to ensure accuracy and compliance
    • Maintain accurate information in relevant databases
    • Assist in the continual knowledge learning process to ensure improve QED’s competitive win rate as well as the quality of proposals submitted
    • Negotiate potential project staff/consultants, as needed
    • Assist the New Business team and Company with additional tasks/initiatives as assigned

    Qualifications

    Required Skills & Qualifications:

     

    • Bachelor’s degree (B.A.) in business administration, accounting, finance, or other relevant field; advanced degree in international field experience preferred
    • 8-10 years of direct and progressive experience in proposal budget development for international development and/or federally-funded programs
    • Ability to create proposal budgets for diverse donors/sponsors
    • Demonstrated knowledge of concepts, practices and procedures in dealing with FFP, CPFF, T&M, IDIQ and cost modeling, particularly with USAID
    • Knowledge of CDC, MCC and DfID pricing and tender regulations, preferred
    • Prior experience with proposal development in the international development field and for-profit consulting firms
    • Excellent skills in analyzing government solicitations and awards for compliance, and expertise in dealing with non-routine and complex projects

    • Demonstrated ability to effectively communicate with staff from across the organization
    • Ability to write in a clear and professional manner
    • Excellent computer skills including advanced MS Excel and MS Word
    • Knowledge of Accounting Systems (Deltek) and applications is preferred
    • Knowledge of general accounting principles
    • Ability to perform well under pressure, multi-task, and meet deadlines

    Must be able to work extended hours during peak periods as needed/required
