QED is seeking a Data Analyst for Cost Effectiveness to assist CDC-Côte D’Ivoire will demonstrate knowledge of mathematical and statistical techniques, economic analysis and data management, in order to manage raw input-based and result-based data and to draw subtle and meaningful inferences to aid in the programming and funding of CDC/PEPFAR HIV/AIDS/TB portfolio. This includes understanding of and ability to apply accepted tools, techniques and frameworks for economic evaluation and cost analysis of HIV/AIDS interventions, specific technical expertise in conducting economic evaluation and analyzing costing data.


The main tasks assigned under this service are:


  1. Conduct cost-effectiveness studies on HIV interventions implemented by CDC partners


The Contractor shall evaluate CDC/PEPFAR interventions: Conduct cost-effectiveness studies on HIV interventions implemented by CDC partners (e.g., cost-effectiveness of different approaches to implementing new models of care, cost effectiveness of different HIS interventions aimed at improving linkage/adherence)


  1. Capacity building for CDC staff, partners and other stakeholders


Through the CoAgs listed above in section C.1, the Contractor shall develop and conduct routine training for host country counterparts/homologues, including cost and cost-effectiveness analyses in evaluations. The Contractor shall assist the CDC Côte d’Ivoire program to build capacity of staff, partners and other stakeholders, develop tools and train CDC Project Managers on the collection and use of expenditure analysis data for partner performance management.


  1. Investigate and propose innovative interventions based on economic methods


The contractor shall investigate and propose innovative interventions based on economic methods (.e.g.,) to improve efficiency of CDC/PEPFAR HIV prevention, treatment & care interventions. For example, insight from behavioral economics about how PLHIV make decisions can be used to design cost-effective programs associated with improved adherence to medications.

  1. Measuring the economic impact of the work/investments

Beyond just PEPFAR and in the broader context of CDC’s work in Côte d’Ivoire, the Contractor shall measure the economic impact of the work/ investments in public health preparedness


  • Master’s degree in public health, health economics, health finance, health management, health policy, or other relevant field
  • A minimum of 4 years’ experience in cost analysis, economic evaluation, capacity building, resource mobilization, data analysis and research design, management and implementation with or without experience in an international or resource challenged setting
  • Level IV English, both written and oral
  • Level 3 French, both written and spoken
