QED is seeking a Senior Project Manamagent Advisor to assist CDC-Côte D’Ivoire build capacity of staff and effectively oversee all financial and management aspects of cooperative agreements and program contracts as well as provide agency leadership in the oversight of the project management portfolio.


The main tasks assigned under this service are:


  1. Provide services in the areas of annual program budget formulation and execution for both field and Headquarters’ activities


The Contractor shall participate in the development and planning of the budget for the local program and the overall program budget for the entire fiscal year and future years’ needs as relates to all cooperative agreements and programmatic contracts.


  1. Review all CDC Cooperative Agreement, Grant and Program Contract Budgets


The contractor shall review budget projections and work with locally employed project management staff to ensure there is appropriate documentation of all cooperative agreement work plans, technical reviews and budget tracking by partners and sub-partners prior to submission for accuracy, compliance with applicable laws and government regulations and CDC policy.


  1. Provide CDC management with feedback and suggestions regarding improving the budget and project management, development, review and execution process


The contractor shall provide CDC management with feedback, suggestions, new tools for improving the budget development, review, execution, and audit process for cooperative agreements at the country level that comply with Generally Accepted Accounting Principles (GAAP) and Federal Accounting Standards Advisory Board (FASAB) standards. Office of Management Budget (OMB) circulars A-123, A-134 and A-136 must be complied with and standard reporting formats employed.


The contractor should have the capacity to develop effective working relationships and participate in high-level meetings with the Ministry of Health and HIV, Ministry of Education, Ministry in charge of Social Affairs, Ministry of Finance and other relevant authorities to advance the objectives within cooperative agreements for CDC in Côte d’Ivoire.


The contractor shall participate in the establishment or purchase of cooperative agreement and financial management systems, and advise CDC management regarding various reporting requirements and data inquiry needs that must be included in appropriately documenting the use of CDC/PEPFAR funds in Côte d’Ivoire.


  1. Provide CDC locally employed staff and implementing partners with training and coaching to improve cooperative agreement and contract management and control processes


The contractor shall develop and present a training and coaching program in project management, for project management and technical staff to CDC Director for approval to implement.


  • Education or experience in financial management of HIV/AIDS programs
  • Ability to manage complex international cooperative agreements or contracts
  • Ability to deliver training and coaching services
  • Clear understanding of the U.S. federal grants and budget processes and cycles
  • Master’s degree in public health, social sciences, public administration, or other relevant Masters level degree in an associated field with a minimum of 7 years’ post graduate work in public health or public programs
  • Fluency in English and working knowledge of French
  • Certification in Project Management or Grants Management
  • International experience
