The QED Group is preparing a proposal to provide the USAID, Bureau for Economic Growth, Education and Environment, Office of Education (E3/ED) with support in tracking progress towards meeting its strategic objectives, as outlined in USAID’s Education Strategy; and with analytic support to refine strategic objectives and inform future programming. This opportunity, Data and Evidence for Education Programs (DEEP), will also include tasks such as collecting data from Missions around the globe to prepare for dissemination and use, carrying out analyses of the data to inform office level decisions regarding programming priorities and Mission and Office level target setting, and promoting continued use of evidence for decision making and priority setting. We are currently seeking an Evaluation Specialist.


The Evaluation Specialist will provide technical leadership and oversight for all impact and performance evaluations.  He/she will be responsible for the quality, efficiency, and timeliness of evaluation design, implementation, analysis, and reporting.  The Evaluation Specialist will also be responsible for coordinating closely with other tasks to ensure that evaluation learnings are effectively and accurately analyzed, distilled, packaged, and communicated to key audiences in appropriate and useful formats.  


The required qualifications include:

  • Master’s Degree required, D. preferred.
  • A minimum of 7 years of experience in monitoring and evaluation
  • Expertise in research design and quantitative and qualitative analyses
  • A demonstrated track record of successful experience in designing and conducting rigorous evaluations of international development programs and activities in developing country contexts, particularly programs that include education, gender, and human rights activities and/or programs within the education space
  • Demonstrated project management expertise and the ability to manage multiple, simultaneous, complex evaluations in countries around the globe with varying levels of human capital capacities and cultural standards
  • A demonstrated track record of success in clearly presenting key research findings in audience-appropriate formats, for example academia, non-technical, and policy makers
