The QED Group is seeking a Health Care Finance Technical Advisor to provide mid-level research, expertise and policy guidance in for global health development, that will advance an improve USAID Global Health / Center for Accelerating Innovation and Impact activities (USAID GH/CAII).  The Advisor will work as part of a small team researching and presenting health care finance development options, opportunities and sustainability.  Further the Team will apply their research for country-specific examples with identified viable sustainable finance opportunities.


  • Collaborate and provide technical support to USAID / GH CAII with policy and activities supporting sustainable health financing.
  • Serve as the technical advisor:
    • Contribute to the team researching global health policy finance options
    • identify donor policy advantages and role(s) in blended / innovative finance
    • identify mechanism and/or tools that USAID/GH CAII can use to catalyze private equity into health social enterprise
    • assist in drafting a framework to identify countries most apt to apply such efforts to greatest effect
    • identify policy and practice risks and constraints.
  • Assist to identify and present rationale for countries where blended finance approaches to health care are currently most appropriate.
  • Assist to identify and present rationale for fast impact opportunities that demonstrate the effectiveness of blended finance opportunities in the health sector.
  • Assist to Draft internal and external reports.


Advanced degree(s) in business / finance, social sciences, public health administration, or a related field(s), with 5 years applicable experience. International and USAID experience is preferred.
