    About the Position

    The QED Group is seeking a Chief of Party candidate for the USAID Egypt Mission Monitoring and Evaluation Mechanism.

    The purpose of the Services to Improve Performance Management Enhance Learning and Evaluation Project (SIMPLE) is to execute a host of services to improve the efficiency of programs implemented by the Mission’s Technical Offices. These services include activity/project designs, assessments, evaluations, management information and reporting and mapping. In addition, technical assistance is to be provided to the Program Office to collect and disseminate public information and enhance the quality of data. SIMPLE, funded by USAID Egypt, started in July 2015 and will run through July 2020.

     

    The Chief of Party (COP) will work with USAID Egypt to improve performance management, informed strategic and management decision-making, and reporting mechanisms, products, and systems at the Mission. The COP will ensure the effective and efficient performance for all aspects of this contract, by overseeing all quality control and reporting. The COP will interact professionally with Senior Mission, Embassy and Government Officials.

    Duties and Responsibilities

    • Lead and manage the program and provide the overarching vision and technical leadership for performance management, monitoring, and evaluation.
    • Be the main point of contact for USAID/Egypt and its implementing partners on programmatic activities, and for other donors or the Government of Egypt as directed by USAID.
    • Work closely with USAID/Egypt’s Program Office, other Chief of Parties managing USAID programs, and Egyptian stakeholders including local non-governmental organizations (NGOs), civil society organizations (CSOs), universities, and the private sector.
    • Lead the annual work planning process and manage the project adaptively to achieve desired outcomes.
    • Oversee implementation by leading a team of motivated expatriate and local staff.
    • Ensure the completion of high-quality evaluations, reports, and other contractual deliverables.
    • Ensure compliance with the terms and conditions of the contract, USAID’s Automated Directives System (ADS), and USAID acquisition regulations (AIDAR).

    Qualifications

    Key Qualifications

    • A Master’s degree or greater in a relevant field such as applied social sciences, organizational sciences, development economics, or monitoring and evaluation.
    • At least 10 years of experience in international development, with at least 5 years in USAID monitoring and evaluation.
    • Experience working in Egypt, the Middle East, or post-conflict reconstruction environments preferred.
    • Demonstrated successful leadership in an intercultural team environment in a development context, USAID program management experience preferred.
    • Thorough technical knowledge of monitoring, evaluation methods, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, experimental and quasi experimental evaluations design, and management/dissemination of evaluations.
    • Passion for strategic analysis, problem solving, consensus building, networking, organizational improvement, creative thinking, and an ability to manage change.
    • English skills required; Arabic skills preferred.
    • Strong proficiency in MS Office suite (Word, Excel, Outlook, Power Point).
