Overview

USAID requires the services of a M&E consultant to build on existing work for the  measurement and learning of the Governance and Accountability Project Appraisal Document (PAD), under USAID/Uganda's Country Development Cooperation Strategy 2.0. The consultant will work for at least 3 months. The consultant will coordinate with the GAS PAD team to develop a Monitoring, Evaluation, and Learning Plan (MELP). After the MELP and PAD is approved, the consultant will work with the Mission and the QED Learning contract to set up necessary baseline assessments, plans for mid-term assessments, and a plan for gathering and analyzing recurrent monitoring data.

Responsibilities

The consultant will be responsible for developing an MELP for the GAS project. The consultant will be expected to review the Mission PMP in preparing the Project MEL plan to ensure coherence. The MEL plan must meet both Agency requirements (i.e. ADS 201) for MEL plans as well as meet the Mission's requirements as articulated in its CDCS 2.0. USAID/Uganda's 2016-2021 CDCS calls for an advanced monitoring, evaluation, and learning strategy that plays a key role in program development. With an integrated results framework which emphasizes horizontal and vertical interconnectedness between DOs and IRs, the MEL approach must be designed to measure, track, and evaluate complexity. The MEL approach will be constructed to both measure the progress and the outcomes of the IRs and DOs and their interconnectedness. This will create overlaps and combinations of performance and context indicators as well as a number of indicators that that will complement the required standard indicators. The plan should include approaches on how to measure and track the guiding principles and testing of assumptions. USAID/Uganda seeks to facilitate and catalyze processes which call for a closer stakeholder engagement and develops an MEL approach which clarifies attribution-contribution challenges.

Qualifications

  • Master's Degree in in social sciences, economics, international development, evaluation research, statistics, or a related field;
  • Minimum 5 years of monitoring and evaluation specific experience at the mid-level of responsibility, including experience in conducting complexity-aware monitoring and evaluation in complex environments, evaluation design, methodological approaches, data collection and analysis.
  • Consultant must be able to work effectively in a fast-paced Mission environment, be a self-starter, and be comfortable with working with limited information. Consultant must work well with diverse, multi-disciplinary teams.
  • Consultant must be fluent in M&E best practices and able to create products that non-M&E experts can readily understand and use.
