The consultant shall conduct a detailed risk analysis of lending risks encountered by existing DCA clients in the agriculture and agribusiness sector, as well as the more general commercial banking sector. The analysis will focus on risks of extending commercial credit to micro, small and medium enterprises (MSMEs). The work will include desk research and in-country interviews. The analysis should be comprehensive, looking at performance risks by borrowers, enforcement risks for lenders (among others), and even sovereign risks. The analysis will also include an analysis of any gender differences in risks, including disparities among borrowers, as well as creditor performance risks based on the gender balance and sexual harassment exposure of creditor institutions. The work will include desk analysis and interviews, including (among others), interviews with the leasing companies engaged in the above-mentioned DCA guarantee, a variety of Cambodian credit providers, and such other.
The consultant shall provide a written report on risks of providing credit to MSMEs. All aspects shall include gender analysis to identify any gender differences in risk, whether for borrower or creditor. The analysis shall set forth the following:
