The QED Group is seeking an HIV Health Systems Strengthening Technical Advisor to provide senior level expertise and guidance in assigned technical area - Health System Strengthening (HSS) current contract focus - that will support CDC/PEPFAR technical-HSS activities and also serve as the technical HSS expert and liaison for CDC with other USG/PEPFAR related entities including the United States Agency for International Development (USAID) and the PEPFAR Coordinator’s office. In addition, coordinate programmatic technical assistance with other CDC staff, provide planning and management oversight support for assigned cooperative agreements between CDC and Vietnam government or nongovernmental organization (NGO) partners.

Responsibilities

  • Serve as the CDC technical lead and CDC coordinator for Transition activities, guiding efforts to successful transition CDC Vietnam to a Technical Assistance model with continued quality and sustainability.
  • Provides support including strategic planning and programmatic, for Transition and systems related activities to CDC-Vietnam and the USG/PEPFAR workgroup. This may include the development of strategies, policies, tools and evaluation to improve the quality of HSS activities in Vietnam and providing technical support to the multi-agency technical workgroup in this area. Provide senior level expertise, guidance, and monitoring for CDC/PEPFAR technical-transition and HSS activities. Provide technical advice and coordination on PEPFAR interagency transition and HSS activities.
  • Collaborate and provide technical support to CDC-Vietnam in the areas of sustainable health financing, governance, and supply chain and procurement coordination.
  • Serve as a technical liaison providing guidance to CDC on cooperative agreement activities per USG/CDC regulations and guidance.
  • Coordinate with the CDC Vietnam technical leads to review assigned annual cooperative
  • agreement proposals for technical content. Provide technical content for HSS technical activities in
  • CDC cooperative agreements.
  • Monitor and document progress of cooperative agreement partners in meeting project goals and objectives as stated in cooperative agreements. Conduct site visits to cooperative agreement partners at least quarterly. Provide liaison and support between cooperative agreement partners and CDC technical staff working on cooperative agreement activities.
  • Provide senior level technical/management advice and assistance for multiple cooperative agreements.
  • Work with grantees to establish systems for good quality reporting, with the goal of assuring that work-plans and reports are submitted to CDC, Vietnam in an accurate and timely manner per cooperative agreement requirements. Monitoring transition of CDC HSS activities and programs and support CDC shift to a technical collaboration model
  • In collaboration with CDC-Vietnam, provide guidance to grantees in developing their capacity to review and evaluate information and use the information for good program monitoring.
  • Provide assistance and advice to support ad hoc activities, including activities related to public affairs, high level political visits, etc.

Qualifications

Master’s degree in either public health, social sciences, public administration, or a related field, with 2 years of post-graduate work in public health, public programs, or a related area. International experience is preferred.
