The QED Group is preparing a proposal to provide the USAID Regional mission for Ukraine, Moldova and Belarus with analytical and other program support services, including but not limited to assessment, performance monitoring, evaluation, development data management, geographic information system, collaboration, learning, outreach and communication services. Further, the five-year program will support the Mission in strengthening the implementation of Country Development Cooperation Strategies (CDCS). We are currently seeking an Assessment Specialist.


The QED Group desires to expand our pool of technical experts for this proposal who are capable of the listed duties and with skills in the following key areas:


  • Strong understanding of data collection and analysis methodologies
  • Substantial international experience in designing and conducting assessments of international development opportunities
  • Assessment Specialist(s) must have good knowledge of USAID programming policies and practices
  • Experience in designing and conducting comprehensive country development assessments for USAID is desirable
  • Knowledge of Eastern Europe/CIS region development issues is desirable


  • University Degree in a related field required; Advanced degree preferred
  • Minimum of 5 years’ project implementation experience with USAID or other development donors in Ukraine, Moldova, Eastern Europe and / or the former Soviet Union
  • Demonstrated experience designing and conducting government-sponsored evaluations and/or assessments or monitoring activities required
  • Experience with USAID Evaluation policy and reporting requirements strongly preferred
  • Demonstrated qualitative and quantitative research experience
  • Strong oral and written communication skills in English, including evidence of quality report writing and presentations proficiency in a locally spoken language (Russian, Ukrainian, or other local languages) strongly preferred
  • Knowledge of Eastern Europe/CIS region development issues required
  • Candidates from Ukraine, Moldova and Belarus are strongly encouraged to apply
  • Ability and willingness to travel throughout Ukraine and the region
