The Development Credit Authority (DCA) Office in USAID is seeking a highly motivated DCA Partner Trainer and Technical Assistance Specialist to support USAID guarantee projects. The analyst will not require building/facility access.  THIS IS A REMOTE POSITION.


Background:  Since 1999, DCA has provided technical expertise and support services to USAID field offices in over 76 countries in the structuring, pricing, risk mitigation, and monitoring of over 500 credit guarantees.  These guarantees have mobilized over $5.2 billion globally in private sector lending to spur economic growth and job creation. 


Office Structure and Mission:  For each guarantee, DCA provides project development, risk assessment and portfolio monitoring services to Mission field offices. DCA is organized into functional and regional teams consisting of several analysts, who manage new transactions and the active portfolio of guarantees.  In addition to providing client services to USAID Missions, the office monitors and manages the Agency’s legacy credit portfolio, serves as the central technical repository of credit-related information and best practices, and serves as an advisor to senior leadership on the broader issues of access to capital and the growth of capital markets.


The partner trainer and technical assistance specialist will assist the Development Credit Authority in the Bureau of Economic Growth, Education and Environment (E3/DC) to support a network of partnerships and DCA transactions to unlock private capital in support of USAID’s development objectives. The analyst will perform financial analysis, monitor and report on guarantee performance.  


  • Work closely with financial partners to ensure accurate portfolio and impact data collection.
  • Analyze and approve required reports from financial partners.
  • Assist in analysis, tracking, and approval of claim requests and payments to financial partners.
  • Assist in creating and maintain knowledge management and lender reporting platforms with the goals of increasing data quality and indicator collection;
  • Improve process efficiency, automation, and ease-of-use of client-facing communication and collection platforms. Work with partners, missions, and technical assistance providers to ensure effectiveness. Train new hires and POCs in use of such platforms.
  • Coordinate across stakeholders, including E3/DC, USAID field missions, implementing partners, financial partners, and other guarantors to ensure data quality, build and manage process mechanics, and report portfolio performance indicators.
  • Train USAID mission partners, technical assistance providers, and financial partners in DCA requirements and processes, including required technical system training as needed.
  • Present to and train other USAID offices in DCA compliance results and best practices.
  • Assist in creation of training and guidance materials for core DCA processes to be used at USAID/Washington, USAID mission, and financial partner levels.
  • Work with and train DCA Investment Officers to ensure new guarantee structures are compliant.


The analyst should possess strong analytical skills and previous experience in one of the following:

1) financial sector development, 2) small business development, or 3) data management and analysis.

Must demonstrate strong problem-solving skills, the ability to manage multiple tasks and work within a team setting, strong writing skills, and attention to detail. 

Excel and MS Word ability required.

Bachelor degree required.
