The USAID/Uganda Monitoring, Evaluation and Learning Program, also referred to as The Learning Contract, is a five-year activity expected to start in mid-2018. QED will help USAID/Uganda strengthen its performance and, to a lesser extent the performance of its Implementing Partners, in collaborating, learning and performing in order to fortify the impact and sustainability of USAID-supported contributions to Uganda’s development. This position is contingent upon award.


The IT/Innovation Expert will:


  • Help USAID/Uganda develop and apply IT and other innovations to improve the efficiency, usefulness and use-friendliness of its: (i) communication tools and processes; and (ii) program, financial and personnel tracking, monitoring and reporting tools and processes.
  • Improve existing tools/processes, develop new tools/processes and train/coach/mentor USAID/Uganda staff in adopting improved tools/processes 
  • Promote the use of IT and other innovations to facilitate improved communications between USAID/Uganda and its IPs as well as among IPs collaborating toward shared objectives. 
  • Support USAID/Uganda efforts to promote innovative practices among its IPS in delivering results and managing internal operations. 
  • Promoting the use of IT and other innovations to facilitate improved communications between USAID/Uganda and Ugandan HCCs. 
  • Lead and/or assist with Contract-supported STIP efforts.


  • Advanced degree in Information Technology or another relevant field.
  • Understanding of USAID and development programming.
  • Upwards of five years experience in index management and statistical knowledge.
  • Knowledge of system security implementation and protocols.
  • Knowledge of Windows Server, Exchange, Windows Active directory, O365, Azure.
  • Strong communication and organizational skill. 
  • Critical analysis abilities.
