The USAID/Uganda Monitoring, Evaluation and Learning Program, also referred to as The Learning Contract, is a five-year activity expected to start in mid-2018. QED will help USAID/Uganda strengthen its performance and, to a lesser extent the performance of its Implementing Partners, in collaborating, learning and performing in order to fortify the impact and sustainability of USAID-supported contributions to Uganda’s development. This position is contingent upon award.


The Civil Engineer will:


  • Serve as a ready source of advice, guidance and other support to improve the design and implementation of USAID/Uganda-funded construction activities.
  • Help ensure that USAID/Uganda is compliant with USG laws and regulations, USAID policies, and Ugandan laws, policies and regulations relevant to construction and environmental protection.
  • Help ensure the integrity of USAID/Uganda-funded construction projects. 
  • Work with the social scientists and Contract collaboration staff, help USAID/Uganda ensure that construction activities benefit from sound social soundness analysis, community input into construction activities, and social sound implementation practices. 
  • Draft SOWs for, help select, arrange meetings and site visits for, and deepen the work of visiting engineering teams and individuals funded by USAID/Uganda.


  • A bachelor of science degree in Civil Engineering plus at least 6 years of design and survey experience.
  • Understanding of USAID and development programming.
  • Experience in both urban and rural land development.
  • Experience in TR-20, TR-55, HEC-RAS, HEC-2, HY-8, AutoCAD/Civil 3D 2016, and other engineering applications.
  • Ability to identify and respect local land practices. 
  • Design and survey sample a plus.
  • Demonstrated construction management experience.
  • E.I.T. certification a plus.
