The USAID/Uganda Monitoring, Evaluation and Learning Program, also referred to as The Learning Contract, is a five-year activity expected to start in mid-2018. QED will help USAID/Uganda strengthen its performance and, to a lesser extent the performance of its Implementing Partners, in collaborating, learning and performing in order to fortify the impact and sustainability of USAID-supported contributions to Uganda’s development. This position is contingent upon award.


The environmental advisor will be one of four social scientists on the advisory team and will be expected to serve as a ready source of counsel to USAID/Uganda and IP staff on wide ranging issues. The advisor will be responsible for:

  • Serving as a ready source of advice to USAID/Uganda and IP staff.
  • Increasing USAID/Uganda’s understanding of local economic context through rapid assessment, impact monitoring, ongoing research, and continuous dialogue with Ugandan thought leaders.
  • Coordinating with other project staff to provide a comprehensive local perspective to USAID/Uganda’s learning.
  • Drafting Statements of Work, assisting in team selection, arranging meetings and site visits, and deepening the work of visiting evaluation, analytic, assessment and activity design teams and individuals funded by USAID/Uganda.
  • Facilitating collaboration among Ugandan thought leaders.
  • Increasing USAID/Uganda’s thought leadership through media and events such as public speaker series, in purposeful ways to further open the enabling environment for the success of USAID/Uganda activities.
  • Assisting with the range of documentation preparation, monitoring and other tasks necessary to ensure that USAID/Uganda and its IPs are compliant with USG law and regulations, USAID policies, and Ugandan law, policies and regulations relevant to environmental protection.


  • Deep passion and experience for international development in the Ugandan context.
  • An advanced degree in relevant fields of environmental sciences.
  • Understanding of USAID and development programming.
  • Up to 7 years of professional experience in conservation and environmental policy implementation.
  • Extensive knowledge of US/Uganda environmental protection laws, policies and regulations.
  • Strong communication abilities in both written and oral forms.
  • Ability to anticipate and analyze project activities.
