The USAID/Uganda Monitoring, Evaluation and Learning Program, also referred to as The Learning Contract, is a five-year activity expected to start in mid-2018. QED will help USAID/Uganda strengthen its performance and, to a lesser extent the performance of its Implementing Partners, in collaborating, learning and performing in order to fortify the impact and sustainability of USAID-supported contributions to Uganda’s development. This position is contingent upon award.


The Director of Collaboration and Outreach will have primary responsibility for delivering the “collaboration” result of the Learning Contract. S/he will:

  • Oversee the Contractor’s events planning, facilitation, note-taking and related services
  • Work with the Director of Performance Improvement to strengthen the collaboration and networking skills of USAID/Uganda staff
  • Support USAID/Uganda’s thought-leadership efforts by strengthening USAID/Uganda relationships with Ugandan thought leaders and influence shapers, with the Ugandan media, and with actors in regional and international development fora
  • Ensure that USAID/Uganda-supported STIP grants are achieving results and adhering to best practices in transparency, accountability and grants management
  • Ensure that USAID/Uganda-supported STIP grants are, as much as possible, co-financed by private sector, other donor and other partners; and strengthen USAID/Uganda’s efforts to integrate innovation throughout its portfolio


  • Preferably a Master’s Degree in communications; or a field relevant to USAID/Uganda’s CDCS
  • Eight years of direct experience of communications, partnership-building, and/or grants management
  • Three years of experience managing communications, partnership-building, and/or grants management staff
  • Demonstrated knowledge of and experience with setting up and managing cutting-edge communication tools, such as social media platforms, interactive websites, etc
  • Preferably, demonstrated skills and experience in building partnerships with private sector and other donors
  • Preferably, three years’ experience living and working in developing country environments
  • Quality past performance references relevant to the position
