In August 2017, the USAID/West Bank&Gaza Mission has contracted The QED Group LLC to implement a five-year Performance Monitoring and Evaluation Project in the West Bank & Gaza (PMEP). The purpose of the project is to provide utilizationdriven, comprehensive performance measurement, planning, performance monitoring and evaluation (PM&E) services for the USAID/WBG Mission, and technical guidance to the Mission and its implementing partners (IPs). These services will enable USAID/WBG to fulfill its evaluation, reporting, performance monitoring and information-sharing obligations. PMEP will work with USAID to improve the efficiency of programs implemented by the Mission’s technical offices in diverse sectors, including but not limited to, community and roads infrastructure, private sector growth, justice enhancement, health, water and sanitation and energy. Support services include activity/project designs, assessments, evaluations, management information and reporting.

Assignment Summary

During January 2018-September 2018, QED, under the PMEP contract, plans to conduct four performance evaluations for four different USAID/WBG’s programs in sectors related to:

  1. Community Infrastructure (Timeframe for implementation: January-March 2018);
  2. Economic and Private Sector Growth (February-April 2018);
  3. Justice Enhancement (May-July 2018);
  4. Health Referral Systems (July-September 2018).


While final statements of work and overall evaluations purpose will be finally determined during the month of December 2017, the performance evaluations are expected to help USAID WBG assess the impact, sustainability and utilization of the implemented projects’ activities as well as encountered challenges, successful approaches, and opportunities for sector enhancement and new program design.  

Audience and Intended Uses

The primary audience of the evaluation reports will be USAID/WBG. Secondary audiences, pending USAID concurrence, include the Palestinian Authority, implementing partners, and other stakeholders as deemed necessary by USAID. 


Role Summary


PMEP is seeking to engage the services of senior international consultants specialized in conducting performance evaluations of similar or other relevant programs, including overall design, planning, strategy development, supervision, and implementation. Previous experience in conducting evaluations in the Middle East region is highly desirable.  S/he will be an expert in designing and leading overall planning and data collection teams, analyzing data, summarizing findings, and compiling solid evaluation reports.


S/he will serve as team leader for the overall evaluation, reporting to the PMEP senior monitoring and evaluation specialist or her delegate. The team leader will be responsible for refining the proposed methods, designing data collection instruments/protocols, and coordinating assignments with short-term bi-lingual Palestinian evaluators/sector specialist/s for conducting key informant interviews, community service center observation and group discussions.  The team leader will collaborate with the rest of the evaluation team members, PMEP staff and USAID/WBG staff in refining the mixed methods performance evaluation technical proposal, ensuring that a sound methodological and quality assurance approach is applied, incorporating generally accepted evaluation best practices, and using the evaluation’s findings to construct a Mission debrief and comprehensive draft and final evaluation report as per USAID guidance and QED quality standards.

The team leader’s estimated level of effort is approximately 60 business days (6-day work week) over a 12-14-week calendar period.



  • Coordinate the overall evaluation including preparation, debriefing and submission of draft and final products to PMEP/QED.
  • Conduct a desk review and lead the design of the mixed methods performance evaluation.
  • Lead the evaluation team by providing methodological guidance, coordination with PMEP and USAID/WBG, quality assurance oversight and supervision over all team work.
  • Lead the development and finalization of the evaluation design, evaluation work plan, the data analysis plan, data collection instruments, and/or other relevant design documents.
  • In collaboration with the PMEP evaluation team, pilot survey instruments for the collection of quantitative data as well as key informant interview and group discussion protocols.
  • Conduct and supervise field data collection activities.
  • Conduct and supervise qualitative and quantitative analyses of evaluation data using SPSS or Stata statistical software for quantitative data, tally sheets for categorizing emerging themes from qualitative data sources and any other data analysis tools identified during evaluation design.
  • Lead the preparation and PowerPoint presentation of preliminary findings and conclusions of evaluation results for debriefing relevant USAID Program Office and Project Office staff prior to departing from West Bank.
  • Prepare the draft and final results report and stand-alone executive summary in response to USAID and key stakeholder comments and, as appropriate, any statement of differences in response to comments from relevant USAID and key stakeholder reviewers.


  • Extensive experience in leading evaluation teams;
  • Previous experience in conducting evaluations in the Middle East region is highly desirable.
  • Experience in designing and leading data collection teams, analyzing data and summarizing findings;
  • Ph.D. plus 4 years of professional experience or Master’s Degree plus 8 years of professional experience in evaluation/research design, applying mixed research/evaluation methods and evaluation/assessment and preferably in international development;
  • Demonstrated experience in social science research and basic statistics, including strong data visualization skills;
  • Demonstrated knowledge/experience in qualitative and quantitative research design;
  • Demonstrated experience in development of survey instruments, structured and semi-structured interview protocols and/or observation tools;
  • Demonstrated experience in the collection and analysis of both quantitative and qualitative data, especially surveys and key informant and group interviews;
  • Demonstrated experience using statistical software for analyzing quantitative data;
  • Demonstrated experience in content analysis and other qualitative data analysis methods;
  • Demonstrated experience preparing final evaluation/research reports and PowerPoint presentations of evaluation/research results;
  • Excellent communication skills, including the ability to communicate effectively in a multi-cultural environment;
  • Ability to be flexible and work well under pressure, dealing with competing priorities, in a fast-paced team environment;
  • Strong interpersonal skills for productively interacting with a wide range of organizations;
  • Fluency in spoken and written English is required;
  • Knowledge of Arabic language desirable but not required;
  • Prior experience evaluating donor-funded international development projects required; USAID evaluation experience is preferred.
