Overview

 

Background

 

The importance of increasing of national commitments and accountability for implementation of gender equality in policies and financing is enshrined in global treaties, most notably the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW); in policy commitments such as the Program of Action agreed by 179 countries at the 1994 International Conference on Population and Development (ICPD), the Fourth World Conference on Women in 1995 and the result­ing Beijing Declaration and Platform for Action, and, more recently, the outcome of the 2012 United Nations Conference on Sustainable Development (Rio+20); in relevant outcomes of the General Assembly (GA); in the resolutions of the Security Council and the Economic and Social Council (ECOSOC); and in the agreed conclusions of the Commission on the Status of Women (CSW57, CSW 61) and globally adopted Sustainable Development Goals (SDGs) in 2016.

 

The UN Women Multi-Country Office (MCO) for Central Asia, based in Almaty, Kazakhstan, in partnership with Governance Support Program in Turkmenistan, funded by USAID (GSP), is planning to conduct a workshop on Integration of Gender Responsive Planning and Budgeting into the National System of Planning and Budgeting of Turkmenistan.

The Consultant will prepare the program and materials of a 2-day workshop on Gender Responsive Planning and Budgeting with a purpose of finalization of the draft document (Roadmap) on integration of gender responsive planning and budgeting into the national system of planning and Budgeting of Turkmenistan (GRB Roadmap). The draft document had been developed during the workshop held in June 2017 with a support provided by the International Consultant. An additional work is needed to prioritize activities, develop specific activities to initiate integration processes and align activities within implementation of accelerators of Sustainable Development Goals accepted by the Government of Turkmenistan. It is expected that during 2- day workshop the Consultant in the interactive manner will engage participants in discussion and providing inputs on GRB Roadmap and its finalization.

The Consultant will work under the direct supervision of the Program Specialist of UN Women Multi- Country Office in Turkmenistan, and will also closely cooperate and coordinate joint work with the representative of the NIDHR and Governance Support Program in Turkmenistan in accordance with this Terms of Reference.

 

Overall Objective and Purpose

 

The overall objective of this assignment is to develop and carry out a two-day workshop: Integration of Gender Responsive Planning and Budgeting into the National System of Planning and Budgeting for the group of national specialists (18 people) to strengthen their capacity in gender responsive planning and budgeting.  

Responsibilities

  1. Based on the analysis of the draft document, GRB Roadmap, develop the program and handout materials of the 2-day workshop to finalize the Roadmap on integration of gender responsive planning and budgeting into the national system of planning and budgeting of Turkmenistan.
  2. Submit and get approval of the workshop materials from the Program Specialist of the UN Women Multi- Country Office in Turkmenistan and USAID Governance Support Program.
  3. Conduct the 2-day workshop on gender planning and budgeting for 18 participants.
  4. Based on the results of the discussions during the workshop and the best international practices on gender responsive planning and budgeting, finalize the Roadmap on integration of gender responsive planning and budgeting into the national system of planning and budgeting of Turkmenistan.
  5. Submit the finalized Roadmap and get approval from the Program Specialist of the UN Women Multi Country Office in Turkmenistan and USAID Governance Support Program.

Qualifications

Qualifications

Required Skills and Experience

 

Education:

  • Master’s Degree in the field of economy, public finance, management, social science or research in the field of development or Bachelor`s Degree with 10 years of experience.

 

Key competences:

  • Demonstrates sensibility and ability to adapt in different conditions, culture, sex, religion, race, nationality and age.
  • Knowledge and understanding of gender and development issues and more specifically economic management, taking into account gender aspects of budgeting and financing with the aim of development.
  • Knowledge and experience in the field of implementation or participation in programs on promotion of gender equality.
  • Ability to think conceptually and analytically and to make her/his contribution into the development of procedures and leading (guiding) principles of gender equality.
  • Good interpersonal and diplomatic skills.

 

Experience:

  • At least 6 years relevant work experience in the field of program management, preferably in efficiency of assistance (aid), macroeconomics, governance, public finance or related fields.
  • At least 3 years of experience in conducting workshops or trainings in the field of gender planning and budgeting.
  • Knowledge of the issues of gender equality and women empowerment.
  • Knowledge on the issues of planning and financing taking into account the aspects of gender equality as well as gender budgeting.
  • Excellent analytical and writing skills.

 

Language:

  • Fluent knowledge of verbal and written Russian language, knowledge of English is an asset.

 

Working arrangements

The work of the International Expert will be coordinated with the Programme Specialist of UN Women and in close collaboration with the QED Group, LLC/GSP.

 

Duration of the Work


The total duration of the consultancy shall be
6 working days, including 2 days in Ashgabat.

Tentative dates for workshop are in the middle of November – the first week of December 2017 (November 16-17, 2017 are the preliminary dates of the workshop in Ashgabat). The dates of the activity are contingent upon Turkmenistan Government approval.

 

Duty Station


The duty station will be Ashgabat city, Turkmenistan
