The importance of increasing of national commitments and accountability for implementation of gender equality in policies and financing is enshrined in global treaties, most notably the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW); in policy commitments such as the Program of Action agreed by 179 countries at the 1994 International Conference on Population and Development (ICPD), the Fourth World Conference on Women in 1995 and the resulting Beijing Declaration and Platform for Action, and, more recently, the outcome of the 2012 United Nations Conference on Sustainable Development (Rio+20); in relevant outcomes of the General Assembly (GA); in the resolutions of the Security Council and the Economic and Social Council (ECOSOC); and in the agreed conclusions of the Commission on the Status of Women (CSW57, CSW 61) and globally adopted Sustainable Development Goals (SDGs) in 2016.
The UN Women Multi-Country Office (MCO) for Central Asia, based in Almaty, Kazakhstan, in partnership with Governance Support Program in Turkmenistan, funded by USAID (GSP), is planning to conduct a workshop on Integration of Gender Responsive Planning and Budgeting into the National System of Planning and Budgeting of Turkmenistan.
The Consultant will prepare the program and materials of a 2-day workshop on Gender Responsive Planning and Budgeting with a purpose of finalization of the draft document (Roadmap) on integration of gender responsive planning and budgeting into the national system of planning and Budgeting of Turkmenistan (GRB Roadmap). The draft document had been developed during the workshop held in June 2017 with a support provided by the International Consultant. An additional work is needed to prioritize activities, develop specific activities to initiate integration processes and align activities within implementation of accelerators of Sustainable Development Goals accepted by the Government of Turkmenistan. It is expected that during 2- day workshop the Consultant in the interactive manner will engage participants in discussion and providing inputs on GRB Roadmap and its finalization.
The Consultant will work under the direct supervision of the Program Specialist of UN Women Multi- Country Office in Turkmenistan, and will also closely cooperate and coordinate joint work with the representative of the NIDHR and Governance Support Program in Turkmenistan in accordance with this Terms of Reference.
Overall Objective and Purpose
The overall objective of this assignment is to develop and carry out a two-day workshop: Integration of Gender Responsive Planning and Budgeting into the National System of Planning and Budgeting for the group of national specialists (18 people) to strengthen their capacity in gender responsive planning and budgeting.

Required Skills and Experience
The work of the International Expert will be coordinated with the Programme Specialist of UN Women and in close collaboration with the QED Group, LLC/GSP.
Duration of the Work
The total duration of the consultancy shall be 6 working days, including 2 days in Ashgabat.
Tentative dates for workshop are in the middle of November – the first week of December 2017 (November 16-17, 2017 are the preliminary dates of the workshop in Ashgabat). The dates of the activity are contingent upon Turkmenistan Government approval.
The duty station will be Ashgabat city, Turkmenistan
