The Monitoring, Evaluation and Learning Program (The Learning Contract) will contract a consultant to write and edit parts of Country Operational Plan (COP) 2018. The COP documents U.S. government (USG) annual investments and anticipated results in the global fight against HIV/AIDS. It is the basis for approval of annual USG bilateral HIV/AIDS funding for Uganda. The COP also serves as the basis for Congressional notification, allocation, and tracking of budget and targets and as an annual work plan for the USG activities in HIV/AIDS. The COP is composed of multiple elements including a Strategic Direction Summary (SDS), targets and budgets, and implementing mechanism details. It is a joint submission between USAID, CDC, State Department, Peace Corps, and Department of Defense. COP18 is due for submission on March 15, 2018. The consultant will write and/or edit the USAID narratives outlined below, based on written information that will be provided by USAID/Uganda HIV team members.
The guidance documents, outlining the expectations for each section of the COP submission, will be provided to the consultant in advance. The various draft narratives requiring editing or the information required for drafting narratives will be provided to the consultant over the course of the 14-day consultancy period. As soon as the consultant drafts and/or edits a narrative, it will be sent to USAID for interim approval. Any additional suggested edits will be provided back to the consultant before a final draft is developed and submitted to the USAID/Uganda HIV team.
