Overview

The QED Group, under the SIMPLE monitoring and evaluation project with USAID/Egypt, is seeking to engage the services of an international consultant specialized in monitoring and evaluation with experience to serve as leader of an evaluation team responsible for the design and implementation of an end-of-term performance evaluation of the USAID/Egypt Strengthening Entrepreneurship and Enterprise Development (SEED) project. The consultant will serve as team leader and evaluator for the overall evaluation reporting to the Cairo-based SIMPLE Senior Evaluation Specialist or his designate.  The evaluation is expected to take place from second half of January 2018 to end of March 2018 with an estimated level of effort of 75 work days (based on a six-day work week in Egypt) with 60 work days in Egypt.

Project Background

The USAID/Egypt Strengthening Entrepreneurship and Enterprise Development (SEED) project is a multi-faceted effort that works along the continuum beginning with entrepreneurship through enterprise development to commercially viable and sustainable linkages in high potential value chains. With an emphasis on women and youth (15-29 years of age), it also addresses one of Egypt’s most distinguishing characteristics – a very young, talented, and under-employed population.

Working primarily with entrepreneurship and micro, small and medium enterprise (MSME) service providers, the achievement of the ultimate goal of SEED will be measured by the level of capacity and outreach to disadvantaged communities that each beneficiary maintains long after the conclusion of the project.

The implementing partner’s strategic and operational approach to the SEED project is to provide a sustainable response that fulfills each of five USAID targeted results: 1) stimulated entrepreneurship among women and youth, 2) improved availability and accessibility of entrepreneurship services, with a focus on business incubators and accelerators, 3) improved availability and accessibility of effective and efficient business development services, 4) improved availability and accessibility of financial products and services and 5) integrated MSMEs into value chains.

Evaluation Purpose

The mid-term evaluation will focus on progress to date, identifying what is working as well as problems/issues, and discuss possible project reorientation options as necessary.  The purpose of this evaluation is to:

  • Review, analyze, and evaluate the effectiveness of the USAID-funded SEED activities to date in achieving targeted objectives and completing deliverables focusing on each of the five USAID targeted results identified for SEED activities.
  • Provide specific recommendations and lessons learned for improving SEED performance and/or redirecting certain activities as needed/applicable based on evidence-based findings and conclusions provided through analysis of high quality field data collected by the evaluation team.
