Governance Support Program in Turkmenistan, funded by USAID (GSP) and WHO Country Office in Turkmenistan will cooperate to introduce WHO Bioethics Standards and Principles and to strengthen national capacity in developing national bioethics policy and legislative base within the context of realization of   key strategic documents of the Government of Turkmenistan including and not limited by “Saglyk” Health Program of Turkmenistan for 2016-2020.


  • Develop the program and handouts for the one-day workshop and two-day TOT based on advanced information available to update the participants of both educational events on the relevant topic.
  • Design and deliver presentations with strong visuals and graphics appealing to the Ministry of Health and Medical Industry of Turkmenistan officials, the City of Ashgabat Health Authorities, and  representatives of health research and academic institutions.
  • Introduce key WHO bioethics concepts and update the participants on international (the USA, Australia, European countries, the Russian Federation, Ukraine) and CAR (Kazakhstan, Kyrgyzstan), Azerbaijan and other countries’ experience in the area of WHO bioethics standards and principles introduction and practice.
  • Ensure development of recommendations on establishment of National Bioethics Center/Commission under the MOHMIT (Ministry of Health and Medical Industry of Turkmenistan) through presenting examples from aforementioned countries.
  • Facilitate the development of Plan of Action for National Bioethics Center/Commission establishment and Draft Plan for Bioethics Code.
  • Submit the one-day workshop and two-day TOT materials to the USAID Governance Support Program at least three weeks ahead for GSP in Turkmenistan to be able to translate and print all necessary presentations and handouts.
  • Facilitate a successful run of a one-day workshop and two-day TOT for 25 and 20   participants respectively.  
  • Prepare a final report and general recommendations   on the stages of WHO bioethics standards and principles introduction in Turkmenistan.


  • A minimum of 8 years’ experience in the field of WHO Bioethics Standards and Principals research,  introduction and practice;
  • Expert in adult education (training, coaching and consulting) with demonstrable track record;
  • Expert in Training of Trainers (ToT);
  • Knowledge and experience of using participatory approaches and innovative facilitation techniques;
  • Strong analytical skills;
  • Good inter-personal skills; excellent communication skills to interface effectively with MOHMIT officials and senior and mid- level health managers and fluency in English or Russian (preferably) is required;
  • Excellent presentation and public speaking skills. Proven experience of delivering presentations to senior officials and academic audiences;
  • Flexible and readiness for possible last minute changes to the program agenda and number of participants;
  • Ability to work under pressure and meet tight deadlines.
