The QED Group is preparing a proposal to USAID for an upcoming opportunity to improve data systems and utilization for health programming in Zambia. The period of performance is anticipated to be 5 years.

The QED Group is seeking a Health Information Management Specialist to lead technical interventions to improve the quantity, quality, and usability of data generated through a range of eHealth systems by the Government of the Republic of Zambia (GRZ) and its ministries, USAID and its implementing partners, and other local stakeholders.


  • Provide technical advice to the GRZ (particularly the Ministry of Health), USAID, and other stakeholders to improve eHealth data systems’ usability and utility for a variety of stakeholders, including suggesting and supporting the deployment of new knowledge management systems and synthesizing data through visualizations, custom reports, and other products that bridge technical systems and users.
  • Support coordination of technical working groups or other stakeholder coordination bodies on to ensure system developments work for all stakeholders and data consumers.
  • Support the development of interoperability, privacy, data security, and other standards and their implementation.
  • Lead analysis of reach and use of current systems and lead need-finding exercises to fill gaps and boost coverage of eHealth systems.
  • Develop technical documentation, training materials, and capacity building modules for a wide-range of audiences and technical capacities.
  • Provide quality control of eHealth systems, including ad hoc technical support, innovative data entry solutions, routinized data quality assessments, and the transitioning of oversight roles to local stakeholders.


  • Bachelor’s degree in Health Information Technology, Health Information Management, Health Informatics, Public Health, Healthcare Administration, Information Science, Computer Science or related field; Advanced degree strongly preferred, accreditation such as RHIA, CHISP, or equivalents a significant plus
  • Demonstrated experience working with national Health Management Information Systems (HMIS) and Electronic Health Records (EHR) systems in a development context is required; experience with DHIS-2 strongly preferred, experience with SmartCare in Zambia a significant plus
  • Experience with supply chain/logistics management systems and/or laboratory information systems a significant plus.
  • At least eight (8) years of experience implementing/overseeing health information systems that gather, synthesize and facilitate the sharing of data for evidence based programming; demonstrated experience developing interoperability among systems strongly preferred.
  • At least five (5) years of management experience in the fields of health information management, health IT, or related field with experience coordinating among and meeting the needs of a wide range of governmental and non-governmental stakeholders.
  • Experience working with or under funding from USAID or other international development agencies is strongly preferred.
  • Experience in and/or knowledge of Zambia’s health sector is strongly preferred; experience in similar contexts a significant plus.
