USAID/Egypt is in the process of developing a strategy that supports the socio-economic needs of Egypt while supporting the U.S. Government’s (USG) strategic interests in the country and region.  The purpose of the CDCS Development and Analysis is to suggest options to the Mission on developing an effective strategy by outlining the characteristics of the current operating environment and country context; evaluating different development approaches; summarizing the strategies of key stakeholders; facilitating the creation of a development hypothesis and its underlining critical assumptions; and identifying the development objectives (DO) , intermediate results and sub-IRs that enact change.


Position Description:


The primary role of the Senior Performance M&E Specialist is to lead and manage the technical work related to monitoring, evaluation, and learning. Among other relevant tasks, the position will lead/oversee the development of the results framework and accompanying narratives, indicators, data reference sheets, and simplified Mission PMP.  He or she will also develop questionnaires and hold key informant interviews with key development stakeholders in Egypt.




In coordination with the team lead and USAID technical teams with a focus on performance management tasks:

  • Conduct a desk review and summarize independent analytical works;
  • Identify top economic, political, and social challenges facing Egypt;
  • Review and summarize international donors’ current development strategies and the Government of Egypt development interventions and present for Mission review;
  • Provide an array of development opportunities the Mission could engage in order to better support Egypt’s economic development;
  • Coordinate with USAID/Egypt staff in the development of a development, critical assumptions and results framework and review and definition of indicators to measure those results; and
  • Utilize all data to draft major sections of the CDCS.
  • This is a 3-6 month assignment.




An advance degree in international development, statistics, economics, with an emphasis on M&E and ten years of progressively responsible experience in the following areas:

  • Indicator development, data collection and analysis, data quality assessments, statistical methods and/or performance monitoring and/or reporting;
  • Substantive experience leveraging performance monitoring data for the improvement of ongoing project management;
  • Experience in leading evaluations, conducting interviews, and developing/implementing evaluation methods;  
  • Previous experience working in USAID and Egypt is preferred; and 
  • Project management skills are desirable.
