QED is seeking two Senior Monitoring and Evaluation Specialist to lead a team in a seven-week assignment lasting from November 2017 through the middle of January, 2018 to lead a Data Quality Assessment (DQA) for USAID/Egypt. One of the two individuals will be designated Team Leader, and the other Associate Team Leader. The job requirements are the same for both individuals. The team leader will have one additional week’s worth of work.
The first six weeks of the assignment, roughly November 10, 2016 to December 15,2016 will be conducted in Cairo, Egypt. The final days of the assignment in January, 2017, will be at the specialist’s residence to finalize documents after USAID comments are received.

The USAID/Egypt Mission has contracted The QED Group LLC to field a technical support team, referred to as SIMPLE (Services to Improve Performance Management, Enhance Learning and Evaluation), to execute a host of services to improve the efficiency of programs implemented by the Mission’s Technical Offices. These services include activity/project designs, assessments, evaluations, management information and reporting. In addition, technical assistance is to be provided to the Program Office to collect and disseminate public information and enhance the quality of data.
One of the most critical functions in performance management and reporting is to ensure that the data reported from implementing partners to USAID, and then on to Washington are of sufficiently good quality that 1) they can be used for management purposes—both for the implementing partner and for USAID staff—and 2) are an accurate representation of the accomplishments of USAID’s program. To meet these criteria, USAID missions are required to conduct data quality assessments (DQAs) of all activity indicator data at least once every three years. More frequent DQAs may be required, particularly if significant problems are found.
SIMPLE is seeking to engage the services of a two senior international consultant specialized in USAID Data Quality Assessments to lead a team that will conduct DQAs and field verification on approximately 60 indicators from 20 implementing partners. The task will run November 11, 2017 to December 15, 2017 on a six-day work week basis. There will be an additional 3-7 days in January 2018 for the consultants to work from home on finalizing the documentation. Logistical support will be provided by a two Egyptian field coordinators, who will support the two specialists as needed. One of the two will be designated team leader, who will report to the SIMPLE senior performance management specialist (SPMS). The team leader will manage the overall assignment, and will report to the Senior Performance Management Specialist or his delegate. QED/SIMPLE has designed the forms and approaches to be used, but some changes in approach may be negotiated. Both the TL and the ATL must have near native English speaking, reading and writing language skills
QED/SIMPLE has developed organizational data management and data quality assessment checklists that are adapted to the Egypt situation, and will make these available to the team. The SIMPLE performance management team will be available to provide additional input and support as required. SIMPLE will provide a copy editor to review and edit the final documents.
