The USAID/Uganda Private Health Support (PHS) Program is USAID’s flagship program in the private sector in Uganda, built on the successes of USAID’s Health Initiatives for the Private Sector (HIPS) Project. The purpose of this program is to contribute towards establishing a viable, cost-effective private sector option for health services in Uganda.


The purpose of this evaluation is to comprehensively examine the USAID/Uganda Private Health Support Program (PHS) to determine the extent to which expected results were realized, and what program related factors may have facilitated or hindered the implementation of the project and/or achievement of results. The primary audience will be USAID/Uganda, USAID Global Health managers, PEPFAR managers, the Implementing Partner, the GOU and other stake holders interested in health systems functioning.


This individual will serve as the evaluation Team Lead and will be expected to plan, coordinate, and advise the team on the workplan, including the work of the Private Health Sector Expert and the Health Finance Expert. The Team Lead should have significant experience conducting project evaluations/analytics.


The team leader will be responsible for:

  1. Providing team leadership
  2. Managing the team’s activity
  3. Ensure that the questions are adequately and methodologically addressed
  4. Ensuring that all deliverables are met in a timely manner
  5. Serving as a liaison between the USAID and the evaluation/analytic team
  6. Leading briefings and presentations.


  • A minimum of a Master’s Degree in Health Management or Public Health
  • Minimum of 10 years experience in public health, which included experience in implementation of health activities in developing countries
  • Demonstrated experience leading health sector project/program evaluation/analytics, both quantitative and qualitative methods
  • Had a significant role in a minimum of ten evaluations/assessments, preferably covering health and M&E activities/programs
