The QED Group is preparing for a proposal for USAID’s Center for Accelerating Innovation and Impact (CII) under the Global Health Bureau. It is envisioned that the project will provide assistance to CII around accelerating impact through the development and application of Human-Centered Design (HCD) principles. The period of performance is anticipated to be three years.


The QED Group is seeking a Chief of Party to lead and manage the USAID/Center for Accelerating Innovation and Impact project, providing oversight on all activities. This position will be based in the Washington, DC area for the duration of the project.



Serving as the main point of contact between the client agency and the project team, he/she must ensure effective and efficient performance for all aspects of this contract, overseeing all quality control and reporting and interact professionally with senior Bureau, Mission, Embassy, and other government officials.  


The Chief of Party is expected to have significant, demonstrated experience in the development and implementation of HCD activities, qualitative and quantitative evaluations, leveraging private investment, and a background in adaptive management.


The Chief of Party must have the following qualifications and experience:  

  • Graduate degree or higher in management, public health, international development, social science, M&E, or a related field;
  • At least twelve (12) years of work experience in a subject matter such as public health; international development; research design and implementation; M&E; and/or project design; a mix of the above experience areas highly preferred;
  • Demonstrated experience in developing and applying HCD techniques to public health challenges
  • Experience working with private sector investors or public sector financing mechanisms in health a plus
  • At least ten (10) years of supervisory and organizational management experience in a multi-cultural setting, including local capacity strengthening approaches;
  • Demonstrated experience successfully managing multi-faceted activities of similar size and scope;
  • Excellent demonstrated written and communication skills and experience;
  • Excellent demonstrated ability to effectively interact with local professionals, international donors, host government counterparts, and other implementing partners; and
  • Experience managing projects with staff located in multiple countries, highly desirable.
