QED seeks a Team Leader to lead all aspects of the design and implementation of a Monitoring, Evaluation & Learning Unit for the DFID Good Governance Fund (GFF) for the period of 5 years, including managing and coordinating with GGF stakeholders and beneficiaries and ensuring that the technical specialists produce all required outputs on time and in accordance with the Work Plan.


The GGF aims to be a highly responsive, flexible, adaptive, demand-led fund, largely focused on the provision of technical assistance in support of governance and economic reform in Ukraine, Georgia, Moldova, Serbia and Bosnia and Herzegovina (BiH).


Established in 2015, the GGF has funding approved until March 2021. The Joint Unit for the GGF is aiming to have the MEL provider in place by autumn, 2017 to support monitoring of GGF programming, help facilitate and promote learning across the GGF (within and across countries), and to conduct a midline and endline evaluation of the portfolio. 



  • Act as the interface between the GGF MEL Unit and GGF beneficiaries/implementing partners in Government and Civil Society across the region. This role requires a self-starter with deep knowledge of the region and an ability to understand and navigate the political and cultural complexities of the Region in a diplomatic and sensitive manner. 

  • Coordinate the design and implementation of the GGF MEL Unit together with technical specialists, manage the use of National Consultants, as well as provide oversight and regional knowledge to ensure that relevant and useful data is collected, and that the outputs of the MEL Unit provide a response service in ensuring that the GGF receives information relevant to GGF Programming.

  • Be responsible for maintaining budget control, coordination of all activities and all deliverables in accordance with the Work Plan. 



The successful candidate should demonstrate a deep knowledge of the region and an understanding of the UK & EU policies in the region. 

He/she will have strong program and project management skills and will have experience of working with Western Balkans regional or country government structures in relation to government reform and EU enlargement policies. Key qualifications are: 


  • Master’s Degree or higher in a field specific or relevant to International Development.
  • Minimum 15 years’ experience in designing and implementing high‐quality monitoring, evaluation and learning contracts. 
  • Knowledge of OECD-DAC Evaluation Quality Standards.
  • Deep understanding of the region’s political and cultural complexities and knowledge of regional policies of the UK & EU.
  • Previous Experience working in one/any of the fields of economic development, security, governance, anti-corruption, social protection, women’s empowerment, supporting civil society institutions, the media and banking reform.
  • Experience of conducting evaluations or reform projects in either Serbia, Moldova, Georgia, Bosnia and Herzegovina or Ukraine.
  • Knowledge of designing and/or evaluating Grant/Challenge/Managed funds.
  • Knowledge of cross-cutting issues, such as Gender & Conflict Sensitivity.
  • Substantial experience in project planning and results-based management.
  • Preference will be given for experience in conducting and managing DFID-funded evaluations. 
  • Experience in stakeholder management and engagement.
  • Excellent report writing skills.
  • Fluency in verbal and written English.
  • Working knowledge of Russian/Serbo-Croat is desirable but not essential.
