About the Position

USAID/Egypt has contracted The QED Group, LLC to field a technical support team, referred to as SIMPLE (Services to Improve Performance Management, Enhance Learning and Evaluation), to execute a host of services to improve the efficiency of programs implemented by the Mission’s technical offices. These services include activity/project designs, assessments, evaluations, management information and reporting. In addition, technical assistance is to be provided to the Program Office to collect and disseminate public information and enhance the quality of data. The primary purpose of the SIMPLE award is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance Agency learning.



About the Opportunity

SIMPLE foresees the continuing need for consultants who can be tapped to support its assignments. Candidates are not applying for specific assignments but will be added to a roster for assignments that may take place in the future.

SIMPLE requires advanced mid-level to senior monitoring and evaluation (M&E) consultants living in Egypt in the focal areas of health, education, democracy and governance, and economic growth.  Qualified candidates will be contacted for expression of interest and availability to perform various M&E assignments over the coming four years of SIMPLE. SIMPLE expects that all assignments will be short-term, generally lasting either a week or two, to as long as several months. This solicitation does not include long term assignments.


Types of Assignments

SIMPLE is seeking consultants with the requisite knowledge and experience to carry out the following types of activities. Other, similar, types of activities may be needed as well.

  1. Support the monitoring, evaluation, and analysis of USAID development projects in Egypt with a focus on the focal sectors, above.
  2. Manage or participate in project evaluations
  3. Assess USAID projects’ M&E plans to systematically document performance
  4. Conduct data quality assessments on indicators and M&E systems
  5. Conduct field visits for data validation to monitor the quality and completeness of data sets
  6. Manage or participate in third-party field-based monitoring
  7. Conduct desk-based assessments or analyses of country trends
  8. Develop in-person or online questionnaires
  9. Undertake quantitative or qualitative data analysis
  10. Conduct capacity building of USAID and implementing partner staff related to M&E and learning.



Key Qualifications

  1. Egyptian citizenship or permanent residence
  2. Master’s Degree or higher in a field relevant to international development such as statistics, social sciences, development economics, or monitoring and evaluation
  3. At least 10 years of experience working on international development projects with responsibilities related to monitoring, evaluation, or research
  4. Excellent communication and writing skills
  5. Written and oral fluency in English and Arabic
  6. Proficiency in MS Office suite (Word, Excel, Power Point)
  7. Experience working with USAID monitoring and evaluation programs preferred
  8. Ability to travel throughout project areas as needed and as the security situation allows
