Position Description

QED is hiring a local Senior M&E Specialist for an upcoming USAID-funded monitoring and evaluation activity in Zambia focused on the health sector (USAID/Zambia Evaluate for Improved Impact). The purpose of the activity is to provide the USAID/Zambia Health Office, implementing partners, local partners, and the Government of Zambia stakeholders with improved data systems and utilization. This project is expected to have a length of 5 years.

Responsibilities

 

  • The Senior M&E Advisor will oversee monitoring and evaluation, analyses, and assessments throughout the life of the project, including the data quality assessments, participatory data collection methods and protocols, and data quality verification techniques.
  • S/he will also be responsible for the design, quality development and production of all data quality assessment reports, assist in the production of evaluations reports and any assessments, population based surveys and studies including the testing of the development hypotheses.
  • S/he will be responsible for design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations.
  • S/he will also support the maintenance of the Mission's PMP and the development and maintenance of implementing partners' M&E Plans.
  • Other responsibilities include assisting the Chief of Party and M&E Director with outreach and engagement with the private sector, universities, NGOs, the Government of Zambia and other donors, as required.

Qualifications

 

  • A minimum of 8 years of experience providing technical and managerial oversight and direction on international development.
  • Master's degree in public health, statistics, international development or related field required.
  • At least 8 years of experience with both quantitative and qualitative statistical processing and analysis packages.
  • Experience designing, monitoring and evaluating programs in the health sector required.
  • Experience evaluating and supporting PEPFAR and other USAID funded projects highly preferred.
  • English fluency required.
